Blevins was born in Platte County on the family farm. He lived there until he joined the Navy for WWII. He was stationed in the Philippines as an aviation mechanic. After the war he returned to the ranch with his father, Lee Blevins, mother, Bonnie Blevins and two brothers, Wylie and Richard, and sister, Virginia.
He married Dorothy Jolley and had three children, Carolyn, Jim and Roger. He had four grandkids and five great grandkids.
