Former chief operating officer returns to Wheatland as hospital’s CEO

WHEATLAND – Banner Health Platte County Memorial Hospital (PCMH) has named Sandy Dugger the new CEO of the facility. Dugger served as the chief operating officer of Banner Health’s Wheatland and Torrington hospitals until she moved to California to assume the role of CEO at Banner Lassen Medical Center about six years ago.   
“I’m looking forward to reconnecting with former colleagues and having an opportunity to work with new people too,” said Dugger. “There are so many exciting projects in the pipeline for this hospital, I’m excited to be part of it.” 
Dugger succeeds Zach Miller, who served as CEO in Wheatland and Torrington for about five years. Miller recently accepted a role at another Banner facility in Arizona. Banner Torrington Community Hospital named Ingrid Long as the CEO of that facility last month, but Dugger says that the two facilities will continue to have many synergies to ensure quality care for the region.  
Dugger has a long tenure with Banner Health and celebrates her 35th anniversary with the company this month. Originally from Nebraska, she and her husband moved to Wyoming in 1987. She has spent much of her career in the human resources field and became the COO of the Banner hospitals in Torrington and Wheatland in 2014, before making the move to the Banner hospital in Susanville, Calif., in 2018. Dugger will continue to serve as CEO of Banner Lassen Medical Center in Susanville and will have a strong presence at both facilities.    

Dugger says her priority for PCMH is managing upcoming construction projects and equipment replacement and is especially focused on provider recruitment. She’s also excited to be part of a facility that runs ambulances and the growing fleet at PCMH.  
“We welcome Sandy back to Wyoming with open arms,” said Margo Karsten, Banner Health’s Western Region President. “I know the community will share my excitement to see her roaming our halls in Platte County again.” 
Dugger has two grown children who live in Wyoming, which was a big draw from making it back to the Cowboy State. When Dugger isn’t at work, she enjoys being outside as much as possible, especially riding ATVs, boating and watching the big Wyoming sunsets.
