Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 9th day of July 2024 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:55 AM. Commissioner Mantle motioned, seconded by Chairman Shockley, to approve the agenda as presented. The motion carried. Public Hearing – Fiscal Year 2024 – 2025 Budgets: Chairman Shockley called a public hearing to order at 10:00 AM for the purpose of accepting public comment on the County, and Guernsey Rural Fire, Budgets for Fiscal Year 2024 – 2025 (FY25). Patty Small presented the Guernsey Rural Fire Department budget for FY25 to the Board. Clerk Ervin presented his budget message and updated the Board on budget adjustments he believed should be made. Chairman Shockley opened the meeting to public comments. Mark Kaufman asked about the reliability of the two snowplows to be purchased. Commissioner Jolovich spoke about the benefits of the new equipment and the downsides of engines that utilize Diesel of Exhaust Fluid (DEF). Jill Kaufman asked a series of questions relating to election-related and training expenses. Budget Adoption: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2024-14 Adopting the Final Budget for Fiscal Year 2024 – 2025. The motion carried. Public Concerns: Jeanette Barber informed the Board she had heard Peak Gravel LLC had applied for an enlargement of their gravel quarry located near the intersection of Sybille Creek and Jefferson Roads. Mrs. Barber asked the Board if Peak Gravel had received County approval to expand their gravel quarry, to which the Board said no. Executive Session: At 11:14 AM, Commissioner Mantle, seconded by Commissioner Jolovich, to call for an executive session for personnel matters pursuant to Wyoming Statute 16-4-405(a)(ii). The motion carried. At 11:29 AM, Commissioner Jolovich motioned, seconded by Commissioner Mantle, to adjourn executive session where no decisions were made. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 11:30 AM.
