The Wyoming Public Service Commission (Commission) approved the Application of Black Hills Gas Distribution, LLC d/b/a Black Hills Energy (BHE or the Company) to pass on to its customers in the Torrington Division a decrease of $0.0028 per therm, effective June 1, 2017. The decrease includes a surcharge decrease of $0.0045 per therm and an increase of $0.0017 per therm in the Base TRA. The Base TRA is the amortization amount of the regulated net buyout and associated carrying costs of the P-0802 contract divided by the projected Wyoming delivered volumes resulting in a $0.0363 per therm cost. The TRA surcharge includes the Company’s estimated May 2017, 191 account balance calculation of ($40,625), divided by the projected Wyoming delivered volumes of 14,331,631 therms, resulting in a TRA surcharge of ($0.0028) per therm. As a result, the total TRA rate decreases from $0.0363 to $0.0335 per therm.
For Torrington Pass-On Rate SGS customers, the proposed decrease results in a monthly bill decrease of approximately $0.0476 for customers using a monthly average of 17 therms.
The proposed TRA rate decrease will result in a projected dollar-for-dollar decrease of approximately $53,183 in the Company’s annual revenues from June 1, 2017, through May 31, 2018. The decrease does not change the Company’s authorized rate of return.
Commission Rule Chapter 3, Section 26, allow a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar-for-dollar basis, subject to public notice, opportunity for hearing and refund.
