COUNTY COMMISSIONERS-June 20, 2017-Wheatland, Wyoming-The regular meeting of the Board of County Commissioners was called to order at 9:00 a.m. with the following present: Steve Shockley, Chairman; Sandy Kontour, Commissioner; Eric D. Johnston, Commissioner; and Chris Kanwischer, Clerk. Commissioner Kontour moved and Johnston seconded to approve the agenda. The motion carried.  The minutes from the last regular meeting and the special meeting of June 9, 2017 were approved as presented. Nancy Taylor from Glendo Lakeside RV rescheduled for the July 5, 2017 meeting. Supt Lockman presented an encroachment license for Wyrulec Co and two from Southard Cattle Company for approval. He reported on current road projects including the rotomill from the State being applied to Cozad and Bordeaux Roads.  There was discussion on the u-culvert for Palmer Canyon Road at the Laramie River Crossing.  Supt Lockman agreed to contact Vaughn to set up a delivery date and work out the details. Planner Ervin presented one building certificate from Joseph Mesa for approval. Commissioner Kontour moved and Johnston seconded to approve Resolution #2017-10 entitled: A Resolution Allowing Travel Trailer Camping in Agriculture Zoning Districts from August 19, 2017 to August 22, 2017.  The motion carried. (The complete resolution is available at www.plattecountywyoming.com and on file in the Clerk’s Office.)The Board interviewed Katie Carmin for an opening on the Library Board. Commissioner Johnston moved and Kontour seconded to approve the donation of 78.50 hours sick leave to an employee for the month of June.  The motion carried. The motion carried. Chairman Shockley called the public hearing to order at 11:00 a.m. Grant Administrator Butler identified the Tripartite board members.  She is currently looking for four members due to people resigning. She discussed compliance and the responsibility of the board members. The County does not necessarily need to continue as the fiscal agent for the Community Service Block Grant.  The grant application has been submitted for 2018 and after that another agency could assume the role of fiscal agent. The Tripartite board is the governing body for the grant. Shockley moved and Stevenson seconded to allocate $4,540 to the Salvation Army and $5,500, if not used, back to administration. The motion carried. The public hearing adjourned at approximately 11:35 a.m.   The next meeting of the Tripartite Board will be on Thursday, July 20th at 10:00 a.m. in the Coleman Building. Margarete Loghry, Regional Clinic Director; Linda Goodman, Chief Clinical Officer; Maria Kauffman, Platte County Clinic Manager; and Melanie Wolfe, Regional Outpatient Manager for Peak Wellness explained the services  that Peak Wellness Center would provide as the Title 25 Gatekeeper for the Platte County area. The Board agreed to send a letter of support to the Department of Health in regard to this appointment. Commissioner Johnston moved and Kontour seconded to re-appoint Sandra Meier to serve on the Hospital Foundation Board for another five year term ending July 1, 2022.  The motion carried.  Commissioner Kontour moved and Johnston seconded to appoint Kathy McGuire to serve on the Hospital Foundation Board for a five year term ending July 1, 2022.  The motion carried.  Commissioner Johnston moved and Kontour seconded to appoint Jacquie Whitney to serve on the Hospital Foundation Board for a three year term ending July 1, 2020.  The motion carried. Commissioner Kontour moved and Johnston seconded to re-appoint Bonnie Lockhart and Bill Klein to serve on the Planning & Zoning Commission for another three year term each, ending  July 1, 2020.  The motion carried. Commissioner Johnston moved and Kontour seconded to appoint Katie Carmin to serve on the Platte County Library Board for a three year term ending July 1, 2020.  The motion carried. A letter was sent to the Wyoming Office of Homeland Security requesting an Improved Project/FEMA DR4227 Project Worksheet 47 for the Laramie River Crossing on Palmer Canyon Road. Emergency Management Coordinator Stevenson reported that the Southeast Wyoming Health Care Coalition donated two AED’s (Automated External Defribrillators) to the Platte County Emergency Management Department. Clerk of Court McAuley updated the Board on upgrades to the Courtroom that are being facilitated by the Wyoming Supreme Court. Commissioner Johnston moved and Kontour seconded to approve the Wyoming Supreme Court recommendation of adding audio to the courtroom at no equipment cost to the county. The motion carried. The Board discussed options for funding for the Tank Farm Road project with Scott Cowley of AVI Engineering via phone. Grant Administrator Butler will do some research on funding and report back to the Board at their next meeting. Commissioner Kontour moved and Johnston seconded to approve the grant agreement between the Wyoming Office of State Lands and Investments and Platte County in the amount of $31,750 in Capital Improvement Projects-Countywide Consensus funds for Platte County Fair Grounds Improvements. The motion carried. Commissioner Kontour moved and Johnnston seconded to approve amendment one to the contract between the State of Wyoming Department of Corrections and Platte County to increase the amount of the contract by $75,000 not to exceed $100,000.  The motion carried. Commissioner Johnston moved and Kontour seconded to approve the contract between the Wyoming Department of Health, Public Health Division and Platte County for the Public Health Emergency Preparedness Unit in the amount of $42,000, effective July 1, 2017 through June 30, 2018. The motion carried. Commissioner Kontour moved and Johnston seconded to approve the contract between Wyoming Department of Health, Public Health Division, and Platte County Health Officer and Platte County in the amount of $9,600, effective July 1, 2017 through June 30, 2018.  The motion carried. Commissioner Johnston moved and Kontour seconded to approve the Memorandum of Understanding between the Wyoming Department of Health, Public Health Division and Platte County for the Maternal and Child Health Unit in the amount not to exceed $18,262.50 in federal funds and $6,826.80 in state general funds effective July 1, 2017 through June 30, 2018. The motion carried. Clerk Kanwischer updated the Board on changes made in anticipated revenue and expenditures for the 2017-18 budget.
