COUNTY COMMISSIONERS-June 6, 2017-Wheatland, Wyoming-The regular meeting of the Board of County Commissioners was called to order at 9:00 a.m. with the following present: Steve Shockley, Chairman; Sandy Kontour, Commissioner; Eric D. Supt Lockman presented an encroachment license from Southard Cattle Company for approval  and reported the Dallas Roadway Product formerly referred to as Dirt Armor has been applied to Horseshoe Creek Road. The crew has been hauling gravel and will begin hauling chips in preparation for the chip seal projects. He also discussed the need for culverts to be installed on West Johnson Road and  gravel on Emmigrant Hill Road as well as other roads in the County. Planner Ervin presented a building certificate for Mark Sidman for approval. He then reviewed a request from Alan McIntosh to remove monitoring well seven from his property, that is adjacent to the Clearfield Ranch Subdivision, so that he can sell it and secondly McIntosh would like to remove all the monitoring wells from the subdivision. After further discussion the Board decided to wait until they have had time to review the information presented and the testing results are received to make any decision.  McIntosh has agreed to take water samples from the monitoring wells and updated Planner Ervin when the results are available. Grant Administrator Butler, Tripartite Board members, grant applicants and representatives from the Community Service Block Grant program discussed the current year grant funding as well as  funding for next year. Changes in procedures related to grant compliance were also discussed. Stevenson moved and Shockley seconded to approve the following budget recommendations Salvation Army $16,000, Services for Seniors $13,000, Public Health $9,000,  Platte County Housing Authority $4,000, Project Safe $6,000, and Grant Administration $6,790. The motion carried.  A public hearing is scheduled for this board on June 20, 2017 at 11:00 a.m. during the next Commissioners meeting. Commissioner Kontour moved and Johnston seconded to approve Burns Insurance as agent for Cincinnati Insurance for county property insurance in the amount of $39,705.  The motion carried. The Board interviewed Jacquie Whitney for an upcoming opening on the Hospital Foundation Board. Commissioner Kontour moved and Johnston seconded to award the renewal scholarship to Brittony Rietz  and the alternate is Allison Nelson. The motion carried. Peak Wellness did not show up for their meeting with the Board. Commissioner Kontour moved and Johnston seconded to approve the request from Rooch’s Glendo Marina to allow them to serve to the patio from the current licensed dispensing room contingent on the change being made to enclose the patio with a fence or railing and providing the necessary documentation of the change to the Clerk.  The motion carried. Emergency Management Coordinator Stevenson and Engineer Gorman (via phone) discussed the information needed to meet the requirements of FEMA in regard to the Laramie River Crossing on Palmer Canyon Road with the Board. Engineer Gorman will contact Vaughn Concrete in regard to the box culvert. Commissioner Kontour moved and Johnston seconded to approve Resolution #2017-9 entitled: Licensed Building Restrictions, Hours of Operation.  The motion carried.  (The complete resolution is on file in the Clerk’s Office and available at In accordance with W.S. §6-5-118, Kristi Rietz, Platte County Treasurer, does publicly disclose that she has a personal account with the following listed bank which is a financial institution also utilized for investments by Platte County: First State Bank. In accordance with W.S. §6-5-118, Chris Kanwischer, Platte County Clerk, does publicly disclose that she has a personal account with the following listed bank which is a financial institution also utilized for investments by Platte County: First State Bank. Commissioner Johnston moved and Kontour seconded to approve the agreement between the Natrona County Board of Commissioners and Sheriff and the Platte County Board of Commissioners and Sheriff to house juveniles at a cost of $195 per day effective July 1, 2017 through June 30, 2019.  The motion carried. Commissioner Kontour moved and Johnston seconded to approve the Salary Contribution Agreement between the University of Wyoming and the Platte County Commissioners in the amount of $20,094.  The motion carried.
