TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on Monday, March 13, 2023, pursuant to the law. Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilman Montoya, Madsen, Kaufman, and Allison. Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present. Mayor Graves presented the agenda adding Parks & Recreation and Police Department Vehicles to Unfinished Business.  Councilman Montoya motioned, seconded by Councilman Kaufman, to accept the agenda with noted changes. Motion passed 4-0.  Councilman Allison motioned, seconded by Councilman Kaufman, to accept the consent agenda place it on file. Motion passed 4-0. PUBLIC COMMENT: Mayor Grave recognized Alex Kumelos and the Wheatland High School Girls Wrestling team for their outstanding achievements.  March 29, 2023, was proclaimed National Vietnam Veterans Day.  A retirement party will be held for Ken Pinneo on March 24th at 3 pm. Tracy de Ryk provided an update on the economic health of Platte County. UNFINISHED BUSINESS: Councilman Madsen motioned, seconded by Councilman Montoya, to approve Ordinance 840 on second reading. Motion Passed 4-0. An Ordinance Rezoning 1950 South Road.  Mayor Graves gave direction to Parks and Rec to get with the Town’s Building Inspector Walter Martin to develop specs and an RFP for backstops at the little league fields. Councilman Madsen motioned, seconded by Councilman Kaufman, to deviate from the black Dodge Ram to the white Tahoe in the amount of 58,545.41, Motion passed 3-1 with Councilman Madsen voting no.  NEW BUSINESS:  Tylor Schmick from Banner Health provided an update on the Town of Wheatland’s leased ambulances.  Terry Stevenson provided an update on Wyoming Region 7 Hazard Mitigation Plan. Councilman Kaufman motioned, seconded by Councilman Madsen, to approve Resolution #05-2023 adopting the 2023 Updated Region 7 Hazard Mitigation Plan.  Motion pass 4-0. Councilman Kaufman motioned, seconded by Councilman Allison, to approve a cost proposal with Trihydro for the 2023 environmental monitoring and reporting for the landfill. Motion passed 4-0. Councilman Madsen motioned, seconded by Councilman Kaufman, to accept the audit for fiscal year 2022. Motion passed 4-0. Councilman Allison motioned, seconded by Councilman Madsen, to approve Ordinance 841 on first reading. Motion Passed 4-0. An Ordinance Amending Ordinance #763 Pertaining to Water Rates For Residential and Commercial Users in the Town of Wheatland.  With nothing further to come before the Council the meeting adjourned 8:30 p.m. S/N:  Mayor Brandon Graves and Clerk/Treasurer Candy Wright
