UNAPPROVED RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE
TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on Monday, February 13, 2023, pursuant to the law.
Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilman Madsen, Kaufman, Allison and Montoya. Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present. Councilman Montoya motioned, seconded by Councilman Madsen, to accept the agenda adding South Substation Transformer to New Business. Motion passed 4-0.  Councilman Montoya motioned, seconded by Councilman Madsen, to accept the consent agenda as presented and to place it on file. Motion passed 4-0.

PUBLIC COMMENT: Annie Petrowski introduced herself as the Platte County Prevention Specialist.  Tracy DeRyk Director of Platte County Economic Development presented the monthly economic health and development trends report. Kathy Wilson spoke on mice problems she has been having at Walnut and 16th Street. At 7:30 p.m. Mayor Graves adjourned into a public hearing. Mayor Graves asked for public comment on the approval of two Restaurant Liquor License renewals. Hearing none Councilman Kaufman motioned, seconded by Councilman Montoya, to approve the Restaurant Liquor License renewals for Los Dominguez and Tasty Treats. Motion passed 4-0. Mayor Graves asked for public comment on the approval of two Club Liquor License renewals. Hearing none Councilman Allison motioned, seconded by Councilman Montoya, to approve the Club Liquor License renewals for the Moose Lodge and the Wheatland Golf Club. Motion passed 4-0.  Mayor Graves asked for public comment on the approval of eight Retail Liquor License renewals. Hearing none Councilman Allison motioned, seconded by Councilman Kaufman, to approve the Retail Liquor License renewals for the Landmark Bar, the Commodore Bar, I25 Pit Stop, Safeway, Big A, Big Dogs Lanes, Vimbo’s Restaurant & Bar and Guadalajara’s. Motion passed 4-0. Mayor Graves asked for public comment on the approval of two Bar and Grill Liquor Licenses. Clerk Wright commented on Nessie’s Restaurant & Whiskey Bar.  A food license has not yet been issued and if they are not open by July 18, 2023 they will need to apply with the Planning Office to rezone the property.  Councilman Kaufman motioned, seconded by Councilman Montoya, to approve the Bar and Grill Liquor License for Windy Peaks Brewery Steakhouse & Brewery and for Nessie’s Restaurant & Whiskey Bar. Motion passed 4-0.  Mayor Graves asked for public comment on the approval of a Microbrewery License. Hearing none Councilman Montoya motioned, seconded by Councilman Allison, to approve the Microbrewery License for Windy Peaks Brewery & Steakhouse.  Motion passed 4-0.
The public hearing was adjourned, and the regular meeting reconvened at 7:35 pm. UNFINISHED BUSINESS: Councilman Montoya motioned, seconded by Councilman Kaufman, to approve Ordinance 839 on second reading. Motion passed 4-0. An Ordinance 839 Amending Parts of Chapter 6.05 “Animals and Fowl” of the Wheatland Town Code to Include Cats and a Portion of Section 6.05.190 Titled “Community Cat Control” is repealed and amended.  Councilman Allison Motioned, seconded by Councilman Montoya, to approve the Engineering Agreement with CEPI for Black Mountain Water Storage Tank and authorize the Mayor to sign with noted changes. Motion passed 4-0.  NEW BUSINESS: Councilman Montoya motioned, seconded by Councilman Kaufman, to approve Resolution #04-2023. A Resolution Establishing a Fire Apparatus Reserve Fund.   Motion passed 4-0. Councilman Kaufman Motioned, seconded by Councilman Madsen to approve an agreement with Condrey & Associates, Inc. for a salary wage survey. Motion passed 4-0.  Councilman Kaufman motioned, seconded by Councilman Madsen, to approve the bid submitted by Virginia Transformer for the South Substation transformer with no LTC. Motion passed 4-0.  Councilman Madsen motioned, seconded by Councilman Allison, to adjourned into Executive Session at 7:54 p.m. for the purpose of discussion on a potential lease agreement and litigation.  Motion passed 4-0. Council adjourned out of Executive Session at 8:15 p.m.  No action was taken.  With nothing further to come before the Council the meeting adjourned 8:25 p.m. S/N:  Mayor Brandon Graves and Clerk/Treasurer Candy Wright
