UNAPPROVE RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE
TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on Monday, January 9, 2023, pursuant to the law.
Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilman Britz, Race, Madsen and Montoya. Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present. Councilman Madsen motioned, seconded by Councilman Race, to accept the agenda with noted changes. Motion passed 4-0. Councilman Montoya motioned, seconded by Councilman Race, to accept the consent agenda as presented and to place it on file. Motion passed 4-0. Mayor Graves presented Bill Britz and Don Race with a plaque of appreciation thanking them for their years of service. Mayor Graves presented the following appointments for the Town of Wheatland; Doug Weaver as Attorney, Candy Wright as Clerk/Treasurer, Douglas Willadsen as Police Chief, and Alan Madsen as Mayor Pro-Tem. Councilman Allison motioned, seconded by Councilman Kaufman, to approve the appointments as presented. Motion passed 4-0. Councilman Madsen motioned, seconded by Councilman Montoya, to approve the appointment of Mr. Randy Chesser and Mr. Mike Holst to the Planning and Zoning Commission for a 3-year term and to appoint Jarvis Windom as an alternate. Motion passed 4-0. Councilman Madsen motioned, seconded by Councilman Allison, to approve the appointment of Mr. Justin Brennan and Mr. Darrell Tiltrum to the Board of Adjustments for 3-year terms. Motion passed 4-0.
Councilman Montoya motioned, seconded by Councilman Madsen, to approve the appointment of Planner Douglas Dumont to the Wheatland Historic Preservation Commission. Motion passed 4-0. PUBLIC COMMENT: Matthew Kukowski, representing Platte County Economic Development, agreed to have Director Tracy deRyk take over the monthly Economic Health and Development Trends report. NEW BUSINESS: Councilman Madsen motioned, seconded by Councilman Montoya, to accept the agreement with Superior Contracting for the Water Storage Tank Overflow project. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Allison, to approve the Solid Waste Transportation Service Agreement with Superior Contracting, LLC. Motion passed 4-0. Councilman Montoya motioned, seconded by Councilman Kaufman, to approve Ordinance 839 on first reading with noted changes. Motion passed 4-0. An Ordinance 839 Amending Parts of Chapter 6.05 “Animals and Fowl” of the Wheatland Town Code to Include Cats and a Portion of Section 6.05.190 Titled “Community Cat Control” is repealed and amended. Councilman Montoya motioned, seconded by Councilman Madsen, to approve Resolution #01-2023. A Resolution Adopting the Building Permit Fee Schedule for Calendar Year 2023. Motion passed 4-0. Councilman Montoya motioned, seconded by Councilman Madsen, to approve Resolution #02-2023. A Resolution Authorizing Submission of a Local Government Project ARPA Grant Application and Certification Statement. Motion passed 4-0. Councilman Allison motioned, second by Councilman Montoya, to approve First State Bank, Rolling Hills Bank, and Platte Valley Bank as the Town’s depositories for 2023. Motion passed 4-0. Councilman Kaufman motioned, seconded by Councilman Allison, to approve the Platte County Record Times as the newspaper of record for 2023. Motion passed 4-0. Council adjourned into Executive Session at 7:54 p.m. for the purpose of discussion on potential litigation pursuant to Wyoming State Statute 16-4-405 (a)(iii). Motion passed 4-0. Council adjourned out of Executive Session at 8:30 p.m. No action was taken. The Airport Advisory Board will be suspended until litigation and hangar acquisitions are complete.
