Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 20th day of December 2022 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the agenda as presented. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the December 6th meeting minutes. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the vouchers as presented. The motion carried. Collections: The Board reviewed the daily receipts of Treasurer Kristi Rietz from December 1 through December 14, 2022, which totaled $880,023.67. Agreement for Consideration: The Board reviewed a lease agreement, which contained two parts: a three-year lease for rack space in the County’s IT room, and a 10-year lease for an existing antenna on top of the Courthouse. The agreement would provide County facilities with free internet during the term of the lease. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve an agreement between Mtn. West Technologies and Platte County as presented. The motion carried. Trapping at Festo Lake: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to grant Frank Hester permission to trap at Festo Lake. The motion carried. Planning & Zoning: The Board reviewed, and approved, final plats for the Dawson Simple Subdivision and a re-plat of the Moxley Simple Subdivision. The Board also approved building certificates for Hoskinson Ranch and Wheatland Rural Electric Association. County Sheriff: Clyde Harris, County Sheriff, spoke about a trailer that was donated to the County along with the 8-wheeled Argo. The Board approved Sheriff Harris to use the Search & Rescue line item to pay for the difference in obtaining the new trailer, but the line item will be amended to cover the cost of the trailer once the proceeds from the sale of the snowcat are received. Recognition of Sheriff Clyde Harris: The Board presented Sheriff Harris with a retirement gift and thanked him for his service to the County. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2022-18, A Resolution Recognizing Sheriff Clyde Harris. The motion carried. Department Updates: Jordan Ham and Jim DeWitt provided department updates to the Board. Fair Board Interviews: The Board interviewed Poston Anderson, Butch Lind, Gene Daly and Lelan Runyan to fill two vacant positions on the Fair Board. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to appoint Gene Daly to the Fair Board for a term beginning January 1, 2023 and ending December 30, 2027. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to appoint “Butch” Lind to fill an unexpired term on the Fair Board, which ends December 31, 2023. The motion failed. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to appoint Poston Anderson to fill an unexpired term on the Fair Board, which ends December 31, 2023. The motion carried. Caterpillar Equipment Lease: The Board reviewed lease documents for five motor graders. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2022-19 authorizing the lease and finance of equipment. The motion carried.
