Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 15th day of November 2022 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Chairman Shockley requested that the Maintenance Department be added to the agenda at 10:45 AM. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the agenda as amended. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the November 1st meeting minutes. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the vouchers as presented. The motion carried. Collections: The Board reviewed the daily receipts which totaled $1,962,779.60. Encroachment Licenses: The Boarded examined, and approved, encroachment licenses for Dan Martinez and Hoskinson Ranch LLC. Courthouse Renovation: Clerk Ervin presented a Contingency Fund Adjustment (CFA) in the amount of $22,826 from Sampson Construction to pour concrete slabs for the Courthouse Renovation project. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve CFA #28. The motion carried. Road & Bridge: Beal Angle, Road & Bridge Superintendent, presented a draft contract with JJ Kane Auctioneers, which would allow for the sale of four 12M3 Caterpillar motor graders and one 140H Caterpillar motor grader. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to authorize Chairman Shockley to sign a contract with JJ Kane Auctioneers upon County Attorney approval. The motion carried. Platte County Economic Development: Jeff Brown, PCED Board Member, informed the Board that Merlin Hitt will be retiring as Executive Director at the end of the year. Mr. Brown introduced Tracy DeRyk, who will be PCED Executive Director upon Mr. Hitt’s retirement. East Laramie River Road: Liz Kuntz requested an update on the status of her inquiry about whether the County will maintain East Laramie River Road. Chairman Shockley said he has communicated with the railroad, who indicated the crossings at East Laramie River Road and Johnson Road are public crossings. However, Ms. Kuntz’s communication with the railroad indicated that the crossing at Johnson Road was a private crossing and that the crossing at East Laramie River Road is a public crossing. The Board is waiting on a survey to show the location of County Road 13 and whether it intersects with East Laramie River or Johnson roads. Planning & Zoning: Doug Dumont, County Planner, presented potential updates to Rules & Regulations, which were recommended for approval by the Planning & Zoning Commission on November 8, 2022. The changes would affect sections 1.05.070, 8.05.040, 12.10 and 12.20.040. The purpose of the changes would simplify the simple subdivision process and require a physical address be issued in certain circumstances. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve changes to Planning & Zoning Rules & Regulations as recommended by the Planning & Zoning Commission. The motion carried. Planner Dumont then presented a simple subdivision request from Amy Butler. Commissioner Mantle motioned, seconded by Mr. Jolovich, to approve the Butler Simple Subdivision. The motion carried. Building Certificate: The Board examined, and approved, a building certificate from Randy Rosalez. Board Appointment: Clerk Ervin informed the Board that Jennifer Burns’ term on the Housing Authority Board expired on October 31st and that she was willing to continue serving on the board. No applications for potential Housing Authority Board members were received prior to the meeting. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to re-appoint Jennifer Burns to the Housing Authority Board for a term expiring October 31, 2027. The motion carried. Maintenance Department: Jim DeWitt, Maintenance Supervisor, provided updates to the Board. Fair Board: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to remove Daryl Unrein from the Fair Board for cause pursuant to W.S. §18-9-102(h) effective immediately. The motion carried. There being no further business for board consideration, the meeting adjourned at approximately 11:40 AM.
