Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 1st day of November 2022 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the October 18th and October 31st meeting minutes. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the vouchers as presented. The motion carried. Collections: The Board reviewed the daily receipts of Treasurer Kristi Rietz from October 13 through October 26, 2022, which totaled $859,330.30. Sick Leave Donations: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the donation of 58 hours of sick leave from three employees to one. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the donation of 24 hours of sick leave from two employees to one. The motion carried. Grant Agreement: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve a grant agreement between the Wyoming Office of Homeland Security and Platte County. The motion carried. Wheatland Rural Election Association: Don Smith, General Manager of Wheatland REA, informed the Board that Black Hills Energy has proposed to construct an electric transmission line. Wheatland REA has communicated with Black Hills Energy about the potential to utilize the line, but Mr. Smith said Wheatland REA has no ability to influence where the line is ultimately located. Citing of the line is currently proposed to traverse through Platte County but no final citing decisions have been made. Those citing decisions will ultimately be made by state and federal regulatory agencies. To date, Black Hills Energy has not approached the Board with any information regarding the proposed transmission line Department Updates: Beal Angle, Road & Bridge Superintendent, and Jim DeWitt, Maintenance Supervisor, and Doug Dumont, County Planner, provided updates to the Board. Fair Board: All members of the Fair Board were present to discuss recent communication issues between the Fair Board and Board of Commissioners. Erik Eddington, Fair Board Chairman, expressed concern that the Fair Board feels individuals are approaching the Board requesting decisions when they do not like the Fair Board’s decision. Chairman Shockley and Commissioner Mantle expressed their view that all members of the public should receive equal treatment from the Fair Board and those who have approached the Board for decisions expressed their feeling that equal treatment was not extended to them. Daryl Unrein, Fair Board Member, requested clarification for decision making hierarchy and the expectation of the Fair Board’s role in how decisions are made. Chairman Shockley expressed that the Fair Board should set a vision for the fairgrounds and communicate that vision to employees who carry out that vision, but that the Fair Board should not be involved in daily operations or the means and methods by which employees carry out that vision. Commissioner Mantle encouraged the Fair Board to communicate more clearly amongst themselves and to the Fair Manager. Agriplex: Jim DeWitt, Maintenance Supervisor, informed the Board that at their direction he spoke with a company regarding the sound control at the Agriplex. Mr. DeWitt consulted with Acoustical Elements and presented their findings. Acoustical Elements recommended that the speakers within the facility are reoriented and that acoustical ceiling baffles be added, which they estimate would cost approximately $17,000. Mr. DeWitt also requested they provide recommendations for the patio area, which currently has no noise control. Acoustical Elements recommended ceiling and wall mounted panels, which would cost approximately $10,000. The Board requested that Mr. DeWitt reach out to facilities who have proceeded with recommendations from Acoustical Elements for reviews from those facilities.
