Approved Record – The Board of County Commissioners, Platte County, Wyoming, met in a special session on the 31st day of October 2022 in the county seat of Wheatland. Notice of this special session was provided by the Office of the County Clerk pursuant to Wyoming Statute §16-4-404(b). Those present on behalf of Platte County were Steve Shockley, Commission Chairman; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Those present on behalf of the Town of Wheatland were Alan Madsen, Mayor pro tempore; Bill Britz, Councilman; Tony Montoya, Councilman; Candy Wright, Town Clerk/Treasurer. This special session of the Board was held jointly with the Town Council of Wheatland for the purpose of accepting public comment on grant applications submitted to the Wyoming Community Development Authority (WCDA). Platte County and the Town of Wheatland each submitted a grant application for $1,000,000 to be used for the 16th Street Reconstruction project in Wheatland. Mayor pro tempore Madsen called the meeting to order at 10:00 AM. Clerk/Treasurer Wright informed the Board and Council, and those present, that both grant applications were required to be open to public comment on, or before, the 31st day of October. Clerk/Treasurer Wright informed the Council that upon receiving public comment a resolution authorizing submission of the grant would need to be considered. Mayor pro tempore Madsen called the public hearing to order and asked if there was any public comment regarding either grant application. Merlin Hitt, Platte County Economic Development, spoke in favor of both applications. Upon receiving no further comment, Mayor pro tempore Madsen closed the meeting to public comment. The Council considered, and approved, a resolution approving the submission of the Town’s grant application. On the 18th day of October, 2022, the Board approved Resolution #2022-15 approving the submission of their grant application. There being no further business for board consideration, the meeting adjourned at approximately 10:05 AM.
