Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 20th day of September 2022 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the September 6th meeting minutes. The motion carried. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the vouchers as presented. The motion carried. Collections Before the Board: The Board reviewed the daily receipts of Treasurer Kristi Rietz from September 1 through September 14, 2022, which totaled $696,440.42. Sick Leave Donations: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the donation of 84 hours of sick leave from two employees to one. The motion carried.  Courthouse Renovation: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve change order number 25 to the courthouse renovation project. The motion carried. Public Hearing – Liquor License Transfer: Chairman Shockley called a public hearing to order at 9:30 AM for the purpose of accepting public comment on the transfer of the retail liquor license held by Laura Bowsher, who operates the Shamrock Saloon. Ms. Bowsher is authorizing for her license to be transferred to 3M Group, which is represented by Mitchell Blackburn. Chairman Shockley opened the meeting to public comment. Merlin Hitt, Platte County Economic Development, spoke in favor. After receiving no further public comment, Chairman Shockley closed the meeting to public comment. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the liquor license transfer between Laura Bowsher and 3M Group. The motion carried. Department Updates: Kristi Rietz, County Treasurer, Beal Angle, Road & Bridge Superintendent, and Jordan Ham, WyoLogic Inc., provided updates. Predatory Animal Board: Bill Klein, Predatory Animal Board Treasurer, presented his annual report to the Board pursuant to Wyoming Statute §11-6-208. Planning & Zoning: Doug Dumont, County Planner, presented the final plat for the Sunshine Acres Simple Subdivision re-plat for approval. Planner Dumont also presented building certificates from Jeffrey & Jodie Sinner, Perry Hershberger, and Terry Halley & Mary Anne Purtzer for approval. Chairman Shockley signed the plat and building certificates as presented. Grid United: Brent Johnson, John Ohlms & Hoa Tran, representatives of Grid United, informed the Board that their company is in the process of designing a high-voltage transmission line, which is proposed to traverse approximately 92 miles, 28 of which would be through Platte County. Chairman Shockley asked when the line may be built. Mr. Tran said their goal was to begin building in 2025 and have the line operational in 2028. Mr. Ohlms said speaking directly, and early, to landowners is their highest priority and their company is accustomed to changing electric line routes based on landowner requests or concerns. Executive Session: At 11:34 AM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to call for an executive session for personnel matters pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried. At 12:25 PM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to adjourn the executive session where no decisions were made. The motion carried. Harris Park Rd.: The Board reviewed a proposed realignment of Harris Park Road. The Board expressed concerns regarding the proposal, specifically the inclusion of a steep curve, which increases the probability of washboards and would make snow removal far more difficult. Furthermore, the Board expressed concerns that the realignment could reduce access to public lands, which are currently accessible to the public. The Board favors leaving the road in its current alignment through Bureau of Land Management lands.
