PUBLIC NOTICE

THE BOARD OF COUNTY COMMISSIONERS, PLATTE COUNTY, WYOMING, met on the 2nd day of August 2022 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk.

Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the agenda as presented. The motion carried by unanimous vote. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the July 19th meeting minutes. The motion carried by unanimous vote. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the vouchers as presented. The motion carried by unanimous vote.

Collections: The Board examined receipts for the month of July from County Treasurer, Kristi Rietz, in the sum of $3,546,929.36.

Sick Leave Donation: Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the donation of seven (7) hours of sick time from one employee to another. The motion carried by unanimous vote.

Lease Agreement: Clerk Ervin presented a lease agreement between the County and Little Walker Properties for use of the temporary courthouse at 2020 South Street. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve a lease agreement between Little Walker Properties and Platte County. The motion carried by unanimous vote.

Road & Bridge: Beal Angle, Superintendent, presented an encroachment license from Wheatland REA for approval. Mr. Angle also presented updates regarding equipment to be sold, equipment that has recently broken down and various road projects. Road & Bridge is aware of rough road conditions, but a lack of moisture has made road maintenance difficult.

East Laramie River Road: On October 19, 2021, David Kuntz spoke with the Board regarding E. Laramie River Road and the inability for a school bus to access their home. At that time, the Board expressed concerns of whether the right-of-way (known as County Road 13) had been vacated, and if not where it physically lays. The Board requested bids from surveyors but those were not received. Liz Kuntz came to the Board requesting an update and requested that the County maintain the road, including the last 7/10ths of a mile after the road crosses the railroad tracks. The Board will continue to work on the right-of-way questions but in the meantime will work with the school district to see how a school bus can access the home.

2022 Mill Levies: Danette Eppel, County Assessor, presented mill levies for the 2022 tax year. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to certify mill levies as presented for 2022. The motion carried by unanimous vote.

Resolution #2022-12: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve Resolution #2022-12 Amending the Fiscal Year 2022 – 2023 Budget. The motion carried by unanimous vote.

AMENDMENT TO THE 2022 – 2023 BUDGET

WHEREAS, Platte County has received unanticipated revenue in the sum of $25,333.00, as reflected in the following revenue accounts:

Courthouse Renovation: Clerk Ervin presented change orders to five change orders to the courthouse renovation project:
    COR #20: $710.00 for door changes:
    COR #21: $31,491.00 for new conduits for data and power;
    CFA #22: $23,751.00 (to be taken from Sampson’s contingency fund) for plumbing alterations;
    CFA #23: $19,812.00 (to be taken from Sampson’s contingency fund) for new window shades on all floors;
    COR #24: -$83,485.00 to remove access control from Sampson’s contract.

Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve change orders as presented. The motion carried by unanimous vote.
