Unapproved Record – The Board of County Commissioners, Platte County, Wyoming, met on the 19th day of July 2022 in the county seat of Wheatland. Those present for the meeting were Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Chairman Shockley called the meeting to order at 9:00 AM. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve the agenda as presented. The motion carried by unanimous vote. Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve the July 5th meeting minutes. The motion carried by unanimous vote. Building Certificates: The Board approved building certificates for Mark & Melody Matheson, Reiman Corp., Capstone Industries and Billy Evans Construction. Encroachment License: The Board approved an encroachment license for Wheatland REA for the purpose of installing an overhead secondary conductor for irrigation well service that spans Brookside Road. Contract Consideration: Clerk Ervin presented an agreement for the Community Prevention Grant, which would provide Public Health with up to $222,800.00 in funding to prevent the use, misuse or abuse of tobacco, alcohol or controlled substances and activities designed to prevent suicide. The term of the agreement is from July 1, 2022, through June 30, 2024. Commissioner Jolovich motioned, seconded by Commissioner Mantle, to approve a contract agreement between the Wyoming Department of Health and Platte County regarding the Community Prevention Grant. The motion carried by unanimous vote. Department Updates: Kristi Rietz, County Treasurer, and Clyde Harris, Sheriff, provided updates. Camp Guernsey: Rob Cain provided an update on camp activities, which includes numerous helicopters training within their airspace. Executive Session: At 9:49 AM, Commissioner Jolovich motioned, seconded by Commissioner Mantle, to call for an executive session for personnel matters pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried by unanimous vote. At 10:32 AM, Commissioner Jolovich motioned, seconded by Commissioner Mantle, to adjourn the executive session where no decisions were made. The motion carried by unanimous vote. Harris Park Road: Commissioner Mantle motioned, seconded by Commissioner Jolovich, to approve an agreement between Hoskinson Ranch and Platte County for the financing of improvements to Harris Park Road. The motion carried by unanimous vote. Executive Session: At 10:47 AM, Commissioner Mantle motioned, seconded by Commissioner Jolovich, to call for an executive session for personnel matters pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried by unanimous vote. At 11:04 AM, Commissioner Jolovich motioned, seconded by Commissioner Mantle, to adjourn the executive session where no decisions were made. The motion carried by unanimous vote. WYDOT: Mark Williams, District Construction Engineer, presented WYDOT’s, State Transportation Improvement Program (STIP). Chairman Shockley questioned the criteria for a bridge to qualify for Bridge Formula Program (BFP) funding and conveyed the opinion of the Commission that Palmer Canyon Bridge should qualify for BFP funds. The improvement of Palmer Canyon Bridge has been a primary focus of the Commission for several years. Lodging Tax & Tourism Board: Aley Philp, the County’s appointee to the Lodging Tax & Tourism Joint Powers Board, presented the board’s final budget for Fiscal Year 2022 – 2023 and provided an update on board activities. There being no further business for board consideration, the meeting adjourned at approximately 2:20 PM.
