PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Cheyenne Light, Fuel and Power d/b/a Black Hills Energy (Cheyenne Light or the Company) for a Certificate of Public Convenience and Necessity (CPCN) to construct and operate one new 230kV substation, two replacement 115kV substations, three 230kV transmission lines, two 115 kV transmission lines and associated facilities, in Converse, Laramie, Goshen and Platte Counties, in Wyoming, and Scotts Bluff County in Nebraska, as more fully described below:

1.    Cheyenne Light is a public utility, as defined in Wyo. Stat. §37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. §37-2-112.
2.    On February 15, 2022, the Company filed an Application together with exhibits and attachments requesting the Commission grant a CPCN to construct and operate the Ready Wyoming Project (the Project). The Company states that the Project will deliver long-term transmission cost savings and stability to customers, provide greater control over critical transmission related decisions, ensure reliable delivery of energy from generating resources located at the Gillette Energy Complex, and increase options and access to wholesale energy markets.

3.    Specifically, the Project will include a new 230 kV Bluffs Substation located in Scotts Bluff County, Nebraska, a replacement of the Hilltop Substation, with the 115 kV Orchard Valley Substation, (located south of Interstate 80 and east of Interstate 25); the replacement of the Crow Creek Substation, with the 115 kV Allison Draw Substation (located south of Interstate 80 and east of Highway 85); a 230 kV expansion of the existing West Cheyenne substation (located on the west side of Cheyenne); a 230 kV expansion of the existing Cheyenne Light Sweetgrass substation (located on the southeast side of Cheyenne); a 230 kV expansion of the existing Windstar substation (located near Glenrock, Wyoming); a 115 kV expansion of the Cheyenne Light Bison Substation (located on the southeast side of Cheyenne); a new 151 mile 230 kV transmission line connecting the West Cheyenne Substation to the Windstar Substation; a new 85 mile 230 kV transmission line connecting the Sweetgrass Substation to the new Bluffs Substation; a new 12 mile 230 kV transmission line connecting the West Cheyenne Substation to the Sweetgrass Substation; a new 4 mile double circuit 115 kV transmission line connecting the Cheyenne Prairie Generating Station substation, and the Campstool Substation, to the Allison Draw Substation; and a new 11 mile double circuit 115 kV transmission line connecting the Bison Substation to the Orchard Valley Substation, and both to the West Cheyenne Substation, and the King Ranch Substation.


4.    The Company estimates the cost of the Ready Wyoming Project at $258 million. The Project will be funded with internally generated funds and short-term borrowing from the Black Hills Corporation utility money pool. The estimated cost savings for customers due to the Project, is estimated by the Company to be at least $130 million over the Project’s first 15 years in-service, with additional cost savings continuing into the future.

5.    The Company anticipates construction will begin in the first quarter of 2023, with the Project to be fully in-service by the fourth quarter of 2025.

6.    This is not a complete description of Cheyenne Light’s Application. 7.    Anyone desiring to file a public comment, statement, protest, intervention petition or request for a public hearing in this matter must file with the Commission in writing on or before August 8, 2022. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
