UNAPPROVE RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE

TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on Monday, July 11, 2022, pursuant to the law.
Mayor Graves called the meeting to order at 7:00 p.m. The following were present at roll call: Councilman Britz, Race, Madsen, and Montoya. Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present. Mayor Graves presented the agenda removing Lena Mohn from public comment. Councilman Britz motioned, seconded by Councilman Madsen, to accept the agenda with noted changes. Motion passed 4-0.  Councilman Race motioned, seconded by Councilman Madsen, to accept the consent agenda as presented and to place it on file. Motion passed 4-0. Marty Shockley and Missy Shanahan expressed their concerns with the camping at Lewis Park. They feel the Town is competing with their business.  Councilman Montoya motioned, seconded by Councilman Race, to adjourn into a Public Hearing at 7:30 pm. Motion passed 4-0. Clerk Wright presented an application from Loch Ness LLC for a Bar & Grill license for 1251 Cole Street. Merlin Hitt with PCED and Shanna Reichert from the Platte County Chamber spoke in favor of liquor license. Councilman Race motioned, seconded by Councilman Montoya, to approve the Bar and Grill Liquor License for Loch Ness LLC contingent upon the Wyoming Liquor Association’s application approval. Motion passed 4-0.  The public hearing was adjourned, and the regular meeting reconvened at 7:36 pm.  Marty Shepard and Missy Shockley continued their discussion on the camping and the availability of free power for the campers at Lewis Park. Councilman Montoya motioned, seconded by Councilman Britz, to keep the camping spaces but remove the electric pedestals. Motion pass 4-0.  UNFINISHED BUSINESS: Councilman Britz provided an update on the economic health and development trends for the community. NEW BUSINESS: Councilman Britz motioned, seconded by Councilman Montoya, to approve Resolution #6-2022 A Resolution Establishing a Capital Improvement Reserve Fund. Motion passed 4-0. Councilman Montoya motioned, seconded by Councilman Madsen, to approve Resolution #7-2022. A Resolution Authorizing the Submission of an Application for Federal Funding Through the Transportation Alternatives Program Administered by the Wyoming Department of Transportation for the Town of Wheatland for the Purpose of the North 16th Street Pathway Project. Motion passed 4-0.  Councilman Britz motioned, seconded by Councilman Madsen, to approve $14,980.00 to cover the cost of a new swimming pool pump. Motion passed 4-0.
