Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #28 from the Courthouse Improvement Fund in the sum of $505,110.12. The motion carried. April 2022 Collections: Sheriff - $968.25. May 2022 Collections: Clerk of District Court - $1,938.28; Circuit Court - $26,270.00; County Clerk - $18,762.55. Contracts for Approval: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve an amended contract between the Wyoming Secretary of State’s Office and Platte County for election security funding. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the Crisis Response Cooperative Agreement contract between the Wyoming Department of Health and Platte County. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the County Health Officer funding agreement between the Wyoming Department of Health and Platte County. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the MCH and TANF agreement between the Wyoming Department of Health & Platte County. The motion carried. Town of Guernsey: Councilman Kellie Augustyn requested that the county blade Lucinda Rollins Rd. when the county’s operator is near and able. The Commissioners agreed to occasionally blade the road and to facilitate a discussion with the Military Department and the town of Guernsey about the long-term maintenance of the road. Harris Park Road: After discussions held during the May 17th meeting, Mr. Ervin requested an opinion from the County Attorney’s Office as to whether the Commissioners were legally required to competitively bid the project due to it being funded through a private entity. The opinion of the County Attorney’s Office was that the Commissioners are not legally required to competitively bid the project, but they are not prohibited from doing so. Mr. Jolovich said he believed it was unnecessary so long as design plans are provided, and approved by the County Engineer, prior to the commencement of work. Mrs. Mantle and Mr. Shockley agreed. Hal Hutchinson, County Engineer, said that the plans should be stamped by a licensed engineer and include drainage, Geotechnical data, drainage information, right-of-way placement and width, traffic control and testing. Furthermore, Mr. Hutchinson believed a one-year warranty should be provided for the road. The warranty would cover material deficiencies that prohibit safe and routine passage but would not include day-to-day use and wear of the road. Tyler Miller, Earthwork Solutions, spoke about the project and agreed that plans would be developed. Mr. Miller expressed concerns about a one-year warranty, saying WYDOT accepts roads upon completion. Mr. Hutchinson explained that WYDOT continually monitors their projects, but the County will be unable to do so, which is why Mr. Hutchinson advocated for one-year warranty. Mr. Hutchinson also expressed concerns about the roadway encroaching on Ken Johnson’s property. Mr. Miller explained that the project would not deviate from existing right-of-way unless written approval was obtained from landowners. Liquor Licenses: A public hearing was called to order at 10:00 AM for the purpose of taking public comment on a liquor license application. Mr. Ervin presented a single application made by Sunrise Trade Company for a county malt beverage permit at 152 Sunrise Highway, Hartville. Mr. Shockley opened the meeting to public comment. Merlin Hitt, Platte County Economic Development, spoke in favor on the grounds that the approval would provide further financial stability for the company. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the liquor license request made by Sunrise Trade Company. The motion carried. Planning & Zoning: Amy Clark, County Planner, presented building certificates from Ray Killion, Bruce Hosic, Waves of Wyoming, and Andy Stellpflug, for approval. Ms. Clark presented a refund request for a refund made by Pamela and Raymond Killion Jr.. Mrs. Mantle motioned, seconded by Mr. Jolovich, to refund $310 to Pamela and Raymond Killion Jr., for a subdivision request that has been withdrawn. The motion carried. Maintenance: Mr. Jolovich motioned, seconded by Mrs. Mantle, to award a bid to Roanco Sprinklers for the purpose of installing sprinklers at the courthouse. The motion carried. Temporary Courthouse Discussion: Mrs. Mantle motioned, seconded by Mr. Jolovich, to waive the option to purchase the 2020 South Street property contingent upon an agreement executed by the Chairman with a potential buyer. The motion carried. Road & Bridge: Beal Angle, Superintendent, presented an encroachment license from Wheatland REA for approval. Mr. Angle also provided updates to ongoing road projects, including finishing Immigrant Hill Road near Glendo. Courthouse Construction: Mr. Ervin presented four change orders for consideration. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Change Orders #14.01 and 17 thru 19. The motion carried. Commissioner Scholarships: After the May 17th meeting, Mrs. Rietz contacted the applicant who did not complete their scholarship application. Due to one original application not being complete, the Commissioners chose not to grant that scholarship. Mrs. Mantle motioned, seconded by Mr. Jolovich, to award a new commissioner scholarship to Afton Kelley. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to award the renewal commissioner scholarship to Miranda Hanks. The motion carried. FY23 Budget: The Commissioners reviewed requested and recommended budgets for the following departments: Facilities & Maintenance, Fair, Library, Road & Bridge and State-County Road Fund.
