Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the May 3rd regular meeting minutes. April 2022 Collections: Circuit Court of the 8th Judicial District - $17,127.00. Tax Cancellations: Danette Eppel, County Assessor, presented tax cancellations and refunds for consideration. Those cancellations were: a tax refund of $42.44 for tax year 2021 to Dama Luna; a tax refund in the sum of $784.24 for tax year 2019 to Ernest and Beth Douglas; a tax refund in the sum of $857.25 for tax year 2021 to Ernest and Beth Douglas; a tax refund in the sum of $157.16 for tax years 2017 – 2021 to Ralph & Beverly Langhorn; a tax cancellation in the sum of $1,138.48 for tax years 2017 – 2021 to Kevin & Nikki Quynn. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve tax cancellations and refunds as presented. The motion carried. Harris Park Road: A discussion took place regarding the proposed improvements and realignment of Harris Park Road. Hoskinson Ranch has requested that the road undergo significant improvements, including some realignment. Hans Goring, Hoskinson Ranch, Tyler Miller, Earth Works Solutions, Coby Romig, Baker & Associates, Don Hale, Alexander Construction, and Ken Johnson, adjoining landowner, all spoke about the project. The County will be contracting for the improvements and Hoskinson Ranch will be placing funds for the project in an escrow, which means the project will be paid be completely funded by Hoskinson Ranch. First, the County needs to know whether they are legally required to competitively bid the project. Mr. Ervin requested an opinion from the County Attorney’s Office to determine the requirement for public bidding. Planning & Zoning: A public hearing was called to order at 10:00 AM for the purpose of accepting public comment on a subdivision re-plat request and three special use permit requests. Planner Clark presented a request made by Cory & Lisa Bristow to re-plat the Rivers Edge Subdivision. The property is just west of the town of Guernsey and is described as part of Section 34, Township 27 North, Range 66 West, Platte County, Wyoming. Mr. and Mrs. Bristow are requesting to alter the real estate disclosure and adjust lot lines previously platted. The request was recommended for approval by the Planning & Zoning Commission on May 10, 2022. Chairman Shockley opened the meeting to public comment. Merlin Hitt, Platte County Economic Development, spoke in favor of the request in order to provide for additional housing. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Lisa and Cory Bristow’s request to re-plat the River’s Edge Subdivision. The motion carried. Planner Clark then presented three special use permit requests made by Crafton Communications to install, maintain and operate standby generators with diesel storage at cellular tower locations at 1176 S. Glendo Highway, 38 Slater Road and 21 Pepper Road. On May 10, 2022, the Planning & Zoning Commission recommended the requests be approved with seven conditions: 1) Obtain the required DEQ Air Quality Permit before installation; 2) Placard the tank with the corresponding fuel placard; 3) Label with a sign or paint: FLAMMABLE–KEEP FIRE AND FLAME AWAY; 4) Signs to be posted on the access gate(s): a. Flammable = "No Smoking" signs posted in both English and Spanish, b. GSP Coordinates and Company Emergency Contact Information; 5) Check with other agencies for additional requirements (EPA, DNR, State Fire Marshall); 6) Tanks to have adequate containment for spill prevention, control, and countermeasures; 7) Review upon a complaint basis. Chairman Shockley opened the meeting to public comment. None was received. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve three special use permit requests made by Crafton Communications with seven conditions as recommended by Planning & Zoning. The motion carried. Building Certificates: Planner Clark presented building certificates from Robert Schleiger; Greg Carter; Nettie Dodge; Matthew Britz; Jeffery Reifschneider, and; James Beal Angle; for approval. County Treasurer: Kristi Rietz, County Treasurer, presented the financial position of the County as of April 30, 2022. Commissioner Scholarships: The Commissioners reviewed scholarship applicants and will make a decision at their meeting on June 7th.  Hospital Foundation Board: Shannon Durick interviewed for a vacant position on the Hospital Foundation Board. Mrs. Mantle motioned, seconded by Mr. Jolovich, to appoint Shannon Durick to the Hospital Foundation Board for a term expiring June 30, 2027. The motion carried. Fiscal Year 2022 – 2023 Budget: Mr. Ervin presented his proposed Budget for Fiscal Year 2022 – 2023 (FY23). The following departments spoke about their FY23 budget: Treasurer, Public Health, Commissioner, Clerk, Elections, Administration, Sheriff, Detention, Dispatch, 911 and Emergency Management.
