Agreement For Approval: Mr. Ervin presented an agreement for responsibilities and receipt and distribution of child support payments. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a cooperative agreement between the department of family services and Platte County. The motion carried. Road Use Permit: Mr. Ervin presented a permit from the Bureau of Land Management (BLM) for Marble Road to cross BLM land. Mr. Jolovich motioned, seconded by Mrs. Mantle, to authorize the Chairman to sign the BLM right-of-way permit for Marble Road. The motion carried. Road & Bridge: Superintendent Beal Angle presented an encroachment license for Black Hills Energy for approval. Mr. Angle presented information from a training he recently attended, like proposed changes to road stripe width standards to accommodate vehicles with lane departure technology. Other projects discussed were Marble Road, Patton Creek Road and Emigrant Hill Road. A discussion of Harris Park Road will be scheduled at the next Commissioner meeting on May 17th. Election District & Precinct Boundaries: A public hearing was called to order at 10:00 AM to take comment on proposed changes to voting precinct boundaries and polling locations. Mr. Ervin recommended reducing the number of precincts from thirteen (13) to eight (8) and suggested that the Agriplex (4-H Building) be used as a polling place for the Wheatland-area districts. Members of the public asked questions, and provided comment, on the proposed precincts. No comments were provided about the proposed polling locations. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Resolution #2022-07 defining election district and precinct boundaries. The motion carried. The full resolution is available online at www.plattecountywyoming.com or in the Office of the County Clerk. Planning & Zoning: Planner Clark informed the Commissioners of a land use complaint she received and sought guidance on how to proceed. The Commissioners preferred for the matter to be resolved through probate, which would allow the landowner to begin removing items from the property. Ms. Clark also presented a request made by Judy Hefner for a drainage study waiver, which is normally required for subdivisions. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a drainage study waiver for Judy Hefner. The motion carried. Courthouse Renovation Update: Mr. Ervin presented the updated budget for the Courthouse Renovation project and recommended the Commissioners approve four change orders to the project. Those change orders would release additional work. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve change orders 13, 15 and 16 to the Courthouse renovation project. The motion carried. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #27 from the Courthouse Improvement Fund in the sum of $296,693.60. The motion carried.  Executive Session: At 11:18 AM, Mr. Jolovich motioned, seconded by Mrs. Mantle, to call for an executive session for matters concerning personnel pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried. At 11:35, Mr. Jolovich motioned, seconded by Mrs. Mantle, to adjourn the executive session where no decisions were made. The motion carried. Maintenance Department: Jim DeWitt, Maintenance Supervisor, informed the Commissioners that a few members of the public have expressed interest in running water lines to the little outdoor arena. Mr. DeWitt and Jenny Davis, Fair Manager, will discuss the proposal with the Fair Board. Mr. DeWitt also spoke about the library’s request to remove the pond and replace it with a community garden. There being no further business the meeting adjourned at approximately 12:10 P.M.
