Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the February 1st regular meeting minutes. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #24 from the Courthouse Improvement Fund in the sum of $79,942.99. The motion carried. January 2022 Collections: Mona McAuley, Clerk of District Court - $2,455.00; Circuit Court of the 8th Judicial District - $16,426.00. Depositories: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Platte Valley Bank as a depository for County funds. The motion carried. Treasurer: Kristi Rietz, County Treasurer, presented the financial position of the County as of January 31, 2022. Liquor Licenses: A public hearing was called to order at 9:30 AM for the purpose of taking public comment on liquor license applications. Malcolm Ervin, County Clerk, presented nine liquor licenses to be renewed. Mr. Ervin informed the Commissioners that there was still a correction required by the liquor division for Guernsey Mercantile. Mr. Ervin recommended approving eight liquor licenses and approve the Guernsey Mercantile application contingent upon liquor division approval. Chairman Shockley opened the meeting to public comment. A question was raised whether there were requirements for a licensee to operate at the address listed on their license. Mr. Ervin said a licensee was required to operate on a weekly basis for a minimum of three consecutive months pursuant to W.S. 12-4-103(a)(iv). The question was then whether Rodeo Ranch operated for three consecutive months. Mr. Ervin said he was unsure and explained the confusion in what operating entailed. The Commissioners asked if Mr. Ervin received any interest from anyone else for a liquor license, which Mr. Ervin said he had. One comment was received in support of the Top 5 liquor license application. Chairman Shockley closed the meeting to public comment. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve seven liquor license renewal applications for Top 5 Club Inc, Rafter MB Completions Consulting, Laura Bowher, Laramie Peak Investment Group, Glendo Lakeside RV Park LLC, GD Family LLC, and Canyon Vineyard & Events LLC. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a liquor license renewal application for Guernsey Mercantile contingent upon liquor division approval. The motion carried. The Commissioners then discussed the requirements for a licensee to be operational for three consecutive months. The Commissioners said they would like to hear from Rodeo Ranch whether they operated out of the address listed on their license for three consecutive months. Mrs. Mantle motioned, seconded by Mr. Jolovich, to table the liquor license renewal application for Rodeo Ranch until further information could be obtained. The motion carried. Planning & Zoning: A public hearing was called to order at 10:00 AM for the purpose of accepting public comment on a request for a special use permit. Planner Clark presented a request Platte Pipe Line Company for a special use permit to operate a densitometer within a RAM (formally Agriculture) zoning district. The property is located near 923 State Highway 26, Wheatland – further described as part of Section 1, Township 26 North, Range 67 West, Platte County, Wyoming. The request was recommended for approval by the Planning & Zoning Commission on February 8, 2022. Chairman Shockley opened the meeting to public comment, but none was received. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Platte Pipe Line Company’s request for a special use permit to operate a densitometer within a RAM district. The motion carried. Building Certificates: Planner Clark presented two building certificates from Taylor Derra and Wade Family Trust for approval. IT Update: Jordan Ham, WyoLogic, Inc., presented updates on the IT portion of the courthouse renovation, the status of county IT equipment and future projects he sees necessary for the county to address. Audit Review: Paul Stille, Leo Riley & Co., presented his audit findings from fiscal year 2020 – 2021. There being no further business the meeting adjourned at approximately 12:00 P.M.
