Unapproved Record of the March 1, 2022 Proceedings of the Platte County Commissioners in Wheatland, WY - The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda with an amendment of adding Camp Guernsey Personnel at 11:00. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the February 15th regular meeting minutes. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the vouchers as presented. The motion carried. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #25 from the Courthouse Improvement Fund in the sum of $221,259.59. The motion carried. Building Certificates: Planner Clark presented four building certificates from Andrew Klatt, Platte Pipe Line Company, Four D Farms, and Capstone Industries for approval. Encroachment Licenses: Superintendent Beal Angle presented six encroachment licenses for approval. Encroachment licenses for Willis Williams, Four D Farms, three for Wheatland REA, and Kevin Toomey were approved. Road & Bridge: Mr. Angle presented quotes for new road motor graders. The current road motor grader lease expires at the end of 2022. Mr. Angle also presented preliminary quotes for snowplows. Mr. Ervin relayed that he had received a request from a landowner to survey the right-of-way descriptions for East Laramie River Road and County Road 13. The Commissioners requested a quote from a surveyor be obtained prior to authorizing the survey. IT Update: Jordan Ham, WyoLogic Inc., updated the Commissioners on the library’s internet. He has not seen any interruptions in service from February 16 – 28. Public Health: Nicole Sticka, Public Health Nurse Manager, spoke about insurance issues with HPV and meningitis vaccines. Certain insurance providers are declining to pay for those vaccines because Public Health is not considered a provider. Maintenance: Jim DeWitt, Maintenance Supervisor, informed the Commissioners that Fisher Restoration is beginning remediation work in the Agriplex after it sustained a major water leak on February 28th. Mr. DeWitt provided further updates from his department including his new employee and projects at the Fair Grounds buildings. Liquor Licenses: Mr. Ervin presented a corrected license for Rafter MB and Guernsey Mercantile, which were signed by Mr. Shockley. Mr. Jolovich motioned, seconded by Mrs. Mantle, to un-table the Rodeo Ranch liquor license renewal application. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a liquor license renewal application for Rodeo Ranch, DeLancey Enterprises. The motion carried. County Clerk: Mr. Ervin requested that the Commissioners provide blood draws for County employees, which has been done in the past. The Commissioners agreed to provide vouchers to employees for blood draws at Platte County Memorial Hospital. Camp Guernsey: Colonel Troesh, Camp Commander, presented an after-action report to the Commissioners about the fire on camp in 2021. There being no further business the meeting adjourned at approximately 11:45 A.M.
