Approved Record of the October 19, 2021 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the October 19th regular meeting minutes. Grant Agreements: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a grant agreement between the Wyoming State Loan and Investment Board and Platte County. The motion carried. The grant is for $37,560 for the purpose of replacing shelving in the Clerk’s Office vault. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a grant agreement between the Wyoming Department of Homeland Security and Platte County. The motion carried. The grant is for $39,735.16 for the purpose of purchasing a side-by-side with tracks for the Sheriff’s Office. Liquor Permit: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve an out-of-jurisdiction liquor permit as presented. The motion carried. Road & Bridge: Superintendent Beal Angle spoke to the commissioners about recent road and equipment issues within his department. Mr. Angle has recently had a number of trucks break down, which have been repaired. Road & Bridge will begin improving, and hauling gravel to, Fletcher Park Road. Courthouse Renovation Project: Clerk Ervin updated the Commissioners about the contract general contract between the county and Sampson Construction and presented an updated budget for the project. The Commissioners will meet with Sampson on November 3, 2021 to walk through the courthouse renovation project. 4-H Building Reconstruction Project: Clerk Ervin presented the Commissioners on the budget for the 4-H Building Reconstruction project. The outstanding obligations to be paid for the project total just shy of $50,000.  Public Hearing – Budget Amendment: A public hearing was called to order at 10:30. The purpose of the meeting was to hear public comment on a requested budget amendment. No public comment was received. Resolution #2021-16: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-16 to amend the FY22 budget. The motion carried. The full resolution is available for inspection online at www.plattecountywyoming.com or in the Office of the County Clerk. Maintenance Department: Jim DeWitt, Maintenance Supervisor, updated the Commissioners about ongoing maintenance projects. Mr. DeWitt informed the Commissioners that the roof at the library has more severe leaks. The maintenance department has emptied the Courthouse in preparation for the renovation project. Planning & Zoning: Planner Clark presented a de-annexation report for the Commissioners to consider. The report is a request made by Jeremy Haroldson of Impact Ministries to de-annex Lot B of the Willis Subdivision from the town of Wheatland. Pursuant to Wyoming state statute §15-1-421 the Board of County Commissioners are required to issue a de-annexation report to the Wheatland Town Council. The question before the board is whether they agree with the report prepared by Planner Clark. If approved by the board, the report will be forwarded to the Wheatland Town Council for their review and eventual decision on whether the property should be allowed to de-annex. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the de-annexation report presented by Planner Clark and authorize the chairman to sign. The motion carried. Building Certificate: Planner Clark presented a building certificate from Terry & Dee Reagan for approval. Redistricting: Clerk Ervin updated the Commissioners about redistricting efforts. Platte, Goshen, Niobrara and Converse counties are considered to be a single region. Mr. Ervin presented a letter for the commissioners that outlines their position for Platte County during the reapportionment process. Chairman Shockley signed the letter.
