Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the October 5th regular meeting minutes. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #21 from the Courthouse Improvement Fund for $42,246.97. The motion carried. Tax Cancellations: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the tax cancellation for tax year 2021 in the sum of $18.01 for Trademark Steel. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a tax cancellation for Tax Year 2021 in the sum of $85.50 for Wheatland Garage Door. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a tax cancellation for tax yar 2021 in the sum of $1,062.43 for Dave Sherman. The motion carried. Resolution #2021-15: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-15 rescind the fire ban. The motion carried. Sick Time: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the transfer of 87 hours of sick time from three employees to one. The motion carried. Contract Cancellations: Mr. Jolovich motioned, seconded by Mrs. Mantle, to cancel a contract for telephone services with First Call Communications. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to terminate Reliance Construction Consulting as Owner Representative for the Courthouse and 4-H Building renovations. The motion carried. All three contracts will no longer be in effect on Friday, November 19, 2021. Copier Contract: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a contract between Platte County and Capital Business Systems for ten copy machines and authorize Clerk Ervin to sign the contract. The motion carried. The contract will save approximately $11,000 annually in printing costs for Platte County. County Treasurer: Kristi Rietz, County Treasurer, presented the financial position of the County as of August 31, 2021. Resolution #2021-14: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-14 Opposing the Implementation of Presidential Executive Order No. 14008. The motion carried. Public Hearing – Planning & Zoning: A public hearing was called to order at 10:00 AM for the purpose of hearing a request for a simple subdivision at 4829 Palmer Canyon Road made by Carolyn Laffitte. Planner Amy Clark presented the request to subdivide a 20-acre parcel into two pieces, one being 5-acres. The property is described as part of the E ½ SW ¼ SW ¼ of Section 15, Township 24 North, Range 68 West, Platte County, Wyoming. The Planning & Zoning Commission recommended approval of the request on October 12, 2021. Chairman Shockley opened the room to public comment, but none was received. Mr. Jolovich motioned, seconded by Mrs. Mantle to approve the simple subdivision request with a condition that the water plan for the division be approved by Wheatland Irrigation District prior to recording a final plat. The motion carried. Housing Board Interviews: Carolyn Teter and Pat Mitchell were interviewed for a position on the Housing Authority Board. Ms. Teter currently serves in the position. Mr. Jolovich motioned, seconded by Mrs. Mantle, to re-appoint Carolyn Teter to the Housing Authority Board for a term of five years effective November 1, 2021. Courthouse Renovation Project: Greg Orr, Project Manager, presented a contact for services for Sampson Construction. Mr. Orr will review the contract and asked that the County Attorney does as well. A Guaranteed Maximum Price for the project will be delivered by Sampson Construction once HVAC pricing is completed. 4-H Building Reconstruction Project: Greg Orr, Project Manager, completed a review of the hours Sampson Construction submitted for payment. Mr. Orr believes Sampson was accurate in the hours they billed to the project. Mr. Orr discussed the coiling door in the concessions area that should have been an exterior coiling door but was not. Arete Design Group has offered to cover a portion of the costs associated with the error. Greater Northwest Rail Coalition: Dan Bilka asked that the Board of County Commissioners write a letter of support to the Governor of Wyoming and Wyoming Congressional Delegation to support funding for studies of rural long-route rail service. County Road 13: David Kuntz requested that the Commissioners maintain County Road 13. Mr. Ervin said he could not find any evidence that the stretch of road Mr. Kuntz is requesting to be maintained has been vacated. Mr. Jolovich will research further to determine whether the road still exists.
