UNAPPROVED - RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on Monday, October 11, 2021 pursuant to the law.  

Mayor Graves called the meeting to order at 7:00 p.m.  The following were present at roll call: Councilmen Britz, Madsen, Montoya, and Race.  Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present.  Mayor Graves presented the agenda requesting to add an Executive Session to the agenda.    Councilman Montoya motioned, seconded by Councilman Race, to accept the agenda as amended.  Motion passed 4-0. Councilman Race motioned, seconded by Councilman Madsen, to accept the consent agenda as presented and to place it on file. Motion passed 4-0. Crescent Electric 770.40 parts, Total $778,889.50 PUBLIC COMMENTS:  PCSD #1 is requesting reduced fees on the building permit for the Libbey Elementary restroom renovation.  Councilman Race motioned, seconded by Councilman Madsen, to reduce the fees by 50%. Motion passed 4-0.  UNFINISHED BUSINESS: Councilman Britz motioned, seconded by Councilman Race to approve, on first reading Ordinance 832 on second reading.  Motion passed 4-0. An Ordinance Approving the Annexation of the Paragon Park Addition to the Town of Wheatland, Wyoming Establishing Zoning Classification for Said Property.  Councilman Madsen motioned, seconded by Councilman Britz, to approve Ordinance 833 on second reading with changes discussed during the September 28th workshop.  Discussion was held with comments received by the public.  Councilman Madsen amended his motion to include additional changes, seconded by Councilman Britz.  Motion carried.  An Ordinance Amending Wheatland Town Code §9.05.090 and §9.05.100 Concerning Discharge and Possession of Firearms Within the Town of Wheatland.  Josh Morris with T-O Engineers provided an update on airport projects.  Councilman Britz motioned, seconded by Councilman Race to accept Work Order 2021-01 for $181,103.00 for the Phifer Airfield Hangar Land Acquisition project.  Motion passed 4-0.  Councilman Madsen motioned, seconded by Councilman Britz, to accept the Record of Negotiation for the Phifer Airfield Hangar Land Acquisition Services – Phase I and authorize the Mayor to sign on behalf of the Town.  Motion passed 4-0.  Mr. Morris presented the Mayor and Council with a plaque from the Wyoming Airport Coalition for the 2021 Project of the Year – Phifer Airfield Runway Reconstruction Project.  Councilman Britz provided an update on the economic health and development trends for the community.  NEW BUSINESS: Clerk Wright presented a proposal for engineering services from Inberg Miller Engineering.  After further review Council requested an agreement which is tailored to our specific project.  Councilman Race motioned, seconded by Councilman Montoya, to adjourn into Executive Session at 9:18 p.m. for personnel issues pursuant to Wyoming State Statute 16-4-405 (a)(ii).  Motion passed 4-0.  Council adjourned out of Executive Session at 9:48 p.m.  No action taken.  With nothing further to come before the Council the meeting adjourned 9:48 p.m.  S/N:  Mayor Brandon Graves Attest:  S/N:  Clerk Candy Wright
