Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the September 7th regular meeting minutes. Tax Cancellations: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the tax cancellations as presented. The motion carried. The following tax cancellations were approved: Tax year 2021 for Duane & Sherry Muchmore in the amount of $593.63; Tax year 2021 for Jason Anderson in the amount of $1,332.66; Tax cancellation for tax year 2021 for Raymond & Jodie Fitzwater in the amount of $42.46; Tax cancellation for tax year 2021 for Basin Electric Power Cooperative in the amount of $138.04; Tax cancellation for tax year 2021 for Ronald & Bonnie Lockhart in the amount of $13.25; Tax cancellation for tax year 2020 for Oso Corporation in the amount of $52.47; Tax cancellation for tax year 2021 for Oso Corporation in the amount of $53.03. County Treasurer: Kristi Rietz, County Treasurer, presented the financial position of the County as of August 31, 2021. Statement of Receipts & Expenditures: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the Platte County Statement of Receipts and Expenditures for Fiscal Year 2020 – 2021. The motion carried. The Statement of Receipts and Expenditures will be published in the Platte County Record-Times seperately. Resolution #2021-12: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Resolution #2021-12 to apply to the Wyoming State Lands and Investment Board for a Mineral Royalty Grant. WCDA Grant Application: A public hearing was called to order at 9:45 AM for the purpose of taking public comment on a Community Development Block Grant application to the Wyoming Community Development Authority. The grant request is for $750,000, with a match of 5%, for the purpose of funding the 16th Street reconstruction project. Candy Wright, Wheatland Town Clerk, informed the Commissioners that the Town has submitted an identical application. No other public comment was received. Resolution #2021-13: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-13 to authorize submission of a Community Development Block Grant application to the Wyoming Community Development Authority. Public Hearing – Planning & Zoning: A public hearing was called to order at 10:00 AM for the purpose of hearing two Planning & Zoning requests. Planner Amy Clerk presented a request made by Colt Thayer to rezone approximately five acres at 860 Bordeaux Road, Wheatland. The property is described as part of the NW ¼ of Section 29 and 32, Township 23 North, Range 66 West, Platte County, Wyoming. Mr. Thayer’s request to rezone from Agriculture to Industrial would provide for additional business opportunities and is needed for him to operate an on-site slaughtering option. Mr. Thayer has requested a special use permit in conjunction with this rezone request. Mr. Thayer spoke in favor of the request and answered questions from the board. The Planning & Zoning Commission recommended approval of the request on September 14, 2021.  Mr. Jolovich motioned, seconded by Mrs. Mantle to approve Mr. Thayer’s request to rezone from Agriculture to Industrial. The motion carried. Planner Clark then presented a request made by Colt Thayer for a special use permit to operate a commercial slaughtering permit on the same property referenced above. Mr. Thayer intends to seek United States Department of Agriculture (USDA) certification for his slaughtering operation. Discussion was had amongst board members and Mr. Thayer about what USDA certification is and what is entailed with that certification. Planner Clark recommended the request be approved with eight conditions. The Planning & Zoning Commission recommended approval of the request, with five conditions, on September 14, 2021. Mrs. Mantle motioned, seconded by Mr. Jolovich to approve Mr. Thayer’s special use permit request with five conditions as recommended by Planning & Zoning. Those conditions are: 1) Mr. Thayer be responsible to meet all permitting requirements of the State of Wyoming and/or federal agencies which are applicable to the development; 2) Mr. Thayer provide the Planning Office with a copy of all federal and state licenses, certificates and permits as they are obtained; 3) Mr. Thayer obtain a Platte County building certificate before construction of the facility; 4) Permit to be reviewed on a complaint basis; 5) The continued use of the premises will be limited to the uses of the facility as specified in the application for special use permit. A change of use, not including increase or decrease of business activity, shall require a new application. The motion carried.  Courthouse Renovation Project: Greg Orr, Project Manager, informed the Commissioners that Sampson Construction has received final structural designs for the elevator tower. Sampson will receive a final mechanical design soon. Mr. Orr will present a contract for construction services from Sampson at the October 5th meeting. 4-H Building Reconstruction Project: Greg Orr, Project Manager, is working with Sampson Construction to close the project. The Fair Board was present to discuss the closeout process and ask the status of certain issues. Mr. Orr said he needs further documentation and information before he can completely close the project. Members of the Fair Board were present who said a few items remained to be completed before the project should be finalized with Sampson Construction. There being no further business the meeting adjourned at approximately 12:10 A.M.
