Approved Record of the August 17, 2021 Proceedings of the Platte County Commissioners in Wheatland, WY - The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the August 3rd regular and August 13th special meeting minutes. The motion carried. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #20 from the Courthouse Improvement Fund in the sum of $51,190.00. The motion carried. Resolution #2021-10: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-10 to update the Platte County Personnel Policy. The motion carried. The full resolution is available for inspection online at www.plattecountywyoming.com or in the Office of the County Clerk. County Engineer: Hal Hutchinson spoke to the Commissioners regarding proposed improvements to Harris Park Road. A landowner who recently purchased ranchland along Harris Park Road is proposing to realign, resurface and improve numerous aspects of the road at the owner’s expense. Mr. Hutchinson is in favor of the proposed improvements. Steve & Jacquelin Palm and Kenny Johnston, who have property along Harris Park Road, expressed concerns about speed along the road and Fish Creek Road. Further conversation will need to take place between the landowner, County Engineer and Commissioners about the project. Road & Bridge: Beal Angle, Superintendent, updated the Commissioners about a recent chip seal on Horseshoe Creek Road. Public Hearing – Planning & Zoning: A public hearing was called to order at 10:15 AM. Planner Clark presented a request to replat lots 42-45 of Lakeshore Tracts. The property is described as part of the NW ¼ of Section 14, Township 29 North, Range 68 West, Glendo. The request was recommended for approval by the Planning & Zoning Commission on August 10, 2021. No public comment was received on the request. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Mr. Coleman’s request to replat tracts 42-45 of Lakeshore Tracts. The motion carried. A final review of the Ayers Road Irwin & Angel Simple Subdivisions. No issues were noted and both plats were signed by Chairman Shockley. The Commissioners then reviewed fee schedule changes, which were proposed by the Planning & Zoning Commission. Public comment on the proposed fee schedule was solicited. Merlin Hitt, PCED, believed the updates were warranted and “fair.” Resolution #2021-11: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-11 to adopt the Planning & Zoning fee schedule. The motion carried. The full resolution is available for inspection online at www.plattecountywyoming.com or in the Office of the County Clerk. Courthouse Renovation Project: Greg Orr, Project Manager, presented a detailed timeline for the construction project. Mr. Orr presented a schedule, which includes a redesign of the HVAC system. The redesign would allow the entire courthouse to be on a single HVAC system. 4-H Building Reconstruction Project: Greg Orr, Project Manager, is working with Sampson Construction to close the project. Mr. Orr said he needs further documentation and information before he can completely close the project. Members of the Fair Board were present who said a few items remained to be completed before the project should be finalized with Sampson Construction. Executive Session: At 11:00 AM, Mr. Jolovich motioned, seconded by Mrs. Mantle, to call for an executive session for a personnel issue, pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried. At 11:55 AM, Mr. Jolovich motioned, seconded by Mrs. Mantle, to exit executive session where no decisions were made. The motion carried. Treasurer’s Report: Kristi Rietz, County Treasurer, presented the financial position as of July 31, 2021. YO Ranch Improvement & Service District: Mr. Ervin followed up with the Commissioners about the YO Ranch ISD question, which was presented at the August 3rd meeting. Mr. Ervin presented a plan, and procedure, how YO Ranch ISD would establish and collect fees from landowners within the YO Ranch subdivision to cover the cost of operating and maintaining their roads. Rex Fritzler: Mr. Fritzler spoke to the Commissioners regarding concerns over Presidential Executive Order #14008, which is commonly referred to the “30 X 30 Plan.” Mr. Fritzler believes the executive order is an overreach of federal authority. Uinta, Weston, Niobrara and Goshen Counties have passed resolutions in opposition of the executive order and encourages the Platte County Commissioners take a position on the plan in the near future. Numerous members of the public echoed those same sentiments. Tyler Boyd: Mr. Boyd spoke to the Commissioners about an issue between himself and a Fair Board member that arose during the 2021 Platte County Rodeo. Willie Allison read a statement that was prepared by Mr. Boyd about the issue. Maintenance Department: Jim DeWitt, maintenance supervisor, presented updates to the Commissioners about the project to relocate the courthouse to 2020 South Street. Mr. DeWitt is preparing the new location so the courthouse departments can move out during the renovation. There being no further business the meeting adjourned at approximately 2:30 P.M.
