Unapproved Record of the July 20, 2021 Proceedings of the Platte County Commissioners in Wheatland, WY - The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the minutes from the last regular meeting. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #19 from the Courthouse Improvement Fund in the sum of $49,796.40. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Requisition #19 from the Fairgrounds Improvement Fund in the sum of $581,883.27. The motion carried. Out of Jurisdiction Liquor Permits: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve two out of jurisdiction liquor permits as presented. The motion carried. Resolution #2021-9: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-9 to authorize submission of a countywide consensus SLIB grant. The motion carried. The full resolution is available for inspection online at www.plattecountywyoming.com and in the Office of the County Clerk. Washington Road Issue: Irena Jackson spoke to the Commissioners about Washington Road and believed the road needed more gravel and maintenance. Public Hearing – Planning & Zoning: Planner Clark presented a Simple Subdivision request made by Joseph Irwin to divide approximately 138 acres into two parcels – one being 7 acres and one being 130 acres. The property is described as part of the N ½ of Section 22, Township 24 North, Range 68 West, Wheatland. The Planning & Zoning Commission recommended approval on July 13, 2021. No public comment was heard for this request. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the simple subdivision request made by Mr. Irwin. The motion carried. Planner Clark then presented a request by Robert Hilty to Rezone eight acres. The property is described as part of NW ¼ SW ¼ of Section 12, Township 24 North, Range 68 West, Wheatland. Mr. Hilty is requesting to Rezone from Agriculture to Commercial for the purpose of developing a business park called Paragon Park. Merlin Hitt, Platte County Economic Development, spoke in favor of the request. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the rezone request made by Mr. Hilty. The motion carried. Remington Ridge Water Discussion: Craig & Pam Evert spoke to the Commissioner regarding a well-ownership issue in the Remington Ridge subdivision. The Everts, representatives of Lake Water Company LLC, are interested in subdividing a small parcel – approximately 75’ by 100’ – to protect the well. The Commissioners informed Planner Clark they do not believe the Everts should go through a subdivision process but should do an administrative replat of lot one. There was a discussion about having a tank dedicated for fire suppression. Planning & Zoning Fees: The Commissioners will hold a public hearing on August 17, 2021, at 10:00 AM for the purpose of taking public comment on proposed Planning & Zoning fee changes. Wyoming Dept. of Transportation: Mark Ayen, District Engineer for District 2, presented the State Transportation Improvement Program 2022 – 2027. Courthouse Renovation Project: Greg Orr, Project Manager, presented a high-level preliminary budget for the project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, reviewed the 4-H Building budget with the Commissioners. The project is currently running under budget, but a few items remain to be completed. Mr. Shockley signed a certificate of completion for the Wyoming Department of Environmental Quality to certify the facility was completed. There being no further business the meeting adjourned at approximately 2:00 P.M.
