Election Equipment Contract: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a contract between ES&S and Platte County for election equipment maintenance and software licensing. The motion carried.  Vehicle Transfer: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the transfer of a 2008 Dodge Durango to the Wheatland Volunteer Fire Department Foundation. The motion carried. UW Agreement: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the annual compensation agreement between the University of Wyoming and Platte County in the amount of $26,538.00. The motion carried. Road & Bridge: Superintended Beal Angle spoke to the Commissioners about upcoming projects including a chip seal project on Horseshoe Creek Road. The Commissioners asked Mr. Angle to finish treating the surface of Whalen Canyon Road with magnesium chloride for dust control and surface treatment purposes. Public Hearing – Fiscal Year 2021-2022 Budget: A public hearing was called to order at 10:00 AM for the purpose of reviewing, and adopting, the budget of Platte County and the Guernsey Rural Fire District for Fiscal Year 2021 – 2022. Clerk Ervin presented the Final Platte County Budget Summary and requested the full twelve (12) mill levy to satisfy Platte County’s budgetary needs. The total amount required to be raised through general taxation for Fiscal Year 2021 – 2022 is $2,533,576.34, which would need to be dispersed among Platte County in the sum of $2,120,642.14 – a 10.04 mill levy – the County Library in the sum of $379,561.82 – a 1.80 mill levy – and the County Fair in the sum of $33,372.38 – a 0.16 mill levy. No public comment was offered on the budget. Patty Small, the administrator for Guernsey Rural Fire District, presented the budget for Guernsey Rural Fire Department. Terry Lee and Dennis Miller, board members, were also present. No public comment was offered. Mr. Miller motioned, seconded by Mr. Lee, to approve the Guernsey Rural Fire District budget for Fiscal Year 2022. The motion carried. At the conclusion of the public hearing, the Commissioners considered the budget proposed by Mr. Ervin and considered adoption of that budget. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-8 to adopt the Fiscal Year 2022 budget. The motion carried. The full resolution is available for inspection in the Office of the County Clerk or online at www.plattecountywyoming.com. Lodging Tax & Tourism Joint Powers Board: Ruth Moyte, Aley Philp and Shawna Reichert were in attendance to present the proposed budget for the Lodging Tax & Tourism Joint Powers Board. Building Certificate: Planner Clark presented a building certificate for approval from Julie & Heather Hornecker. Planning & Zoning Board Interviews: Marty Shepard, Shirley Keil and Daryl Tiltrum interviewed for two positions on the Planning & Zoning Board. Mrs. Mantle motioned, seconded by Mr. Jolovich, to appoint Marty Shepard and Daryl Tiltrum to the Planning & Zoning Board for a term of three years, effective July 1, 2021. The motion carried. Courthouse Renovation Project: Greg Orr, Project Manager, and Brad Bakel, Sampson Construction, updated the Commissioners on bids that were submitted by subcontractors. Sampson Construction is in the process of finalizing the budget and plan for the Courthouse Renovation Project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, informed the Commissioners that he will be closing the project in the very near future with most of the work being finished on this project. There being no further business the meeting adjourned at approximately 12:15 P.M.
