Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the minutes from the last regular meeting. Public Health Grant Amendments: The Commissioners reviewed two amendments to Public Health grant agreements. The first, extends the date that Crisis Funding can be expended from June 30, 2021 to June 30, 2024. Mr. Jolovich motioned, seconded by Mrs. Mantle, approve amendment number one to a contract between the Wyoming Department of Health and Platte County concerning crisis funding. The motion carried. The second, extends the date that COVID-19 Surveillance & Testing funds can be expended from June 30, 2021 to December 31, 2021. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve amendment number one to a contract between the Wyoming Department of Health and Platte County concerning COVID testing & contact tracing. The motion carried. Out-Of-Jurisdiction Liquor Permits: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the out-of-jurisdiction liquor permit as presented. The motion carried. Library Board Interviews: Christine Harmon and Shirley Shockley interviewed for a position on the Library Board. Chairman Shockley was not present during the interview of Ms. Shockley. Mr. Jolovich motioned, seconded by Mrs. Mantle, to appoint Shirley Shockley to the Library Board for a term of three years, effective July 1, 2021. The motion carried 2-0 with Commissioners Jolovich and Mantle voting aye. Mr. Shockley did not vote. Hospital Foundation Board Appointment: Mrs. Mantle motioned, seconded by Mr. Jolovich, to re-appoint Anna Gunter to the Hospital Foundation Board for a term of five years, effective July 1, 2021. The motion carried. Fiscal Year 2021 – 2022 Audit: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the audit engagement letter between Leo Riley & Co. & Platte County for Fiscal Year 2021-2022. The motion carried. Festo Lake Grazing Lease: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a grazing lease between Jared Souza and Platte County on the west edge of Festo Lake. The motion carried. Resolution #2021-05, Budget Amendment: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-05 to amend the 2020-2021 Budget. The motion carried. Resolution #2021-07, Update to Personnel Policy: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-07 to update the Platte County Personnel Policies. The motion carried. I-25 Guide Signs: Planner Clark presented a proposal for signs along I-25 to direct travelers to the Wheatland Downtown Historic District and the Fair & Rodeo Grounds. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the proposed I-25 Guide Signs at the Wheatland exits. The motion carried. Planning & Zoning: A public hearing was called to order at approximately 10:00 AM. The purpose of the hearing was to consider three special use permits and to requests to rezone. The first Special Use Permit to be considered was a request made by Liberty Express Pipeline to operate an originating pump station near Guernsey. Planning & Zoning recommended approval on June 8, 2021. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Colorado Liberty Pipeline’s request for a Special Use Permit with the condition that the permit be reviewed on a complaint basis. The motion carried. The Commissioners then considered a Special Use Permit and Rezone request from Alex Spring. Mr. Spring is requesting to rezone a 20-acre parcel from Agriculture to Industrial and a Special Use Permit to operate a butcher shop with on-site slaughtering near Chugwater. Planning & Zoning recommended approval on June 8, 2021. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a request made by Alex Spring to rezone from agriculture to industrial. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Alex Spring’s request for a Special Use Permit to operate on-site slaughtering with four conditions as recommended by Planning & Zoning. The motion carried. Those conditions were: Finally, the Commissioners then considered a Special Use Permit and Rezone request from Clint Philipps. Mr. Philipps is requesting to rezone a 5-acre parcel from Agriculture to Industrial and a Special Use Permit to operate a butcher shop with on-site slaughtering near Wheatland. Planning & Zoning approved the Rezone request with two conditions and postponed the Special Use Permit request on June 8, 2021. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a request made by Clint Philipps to rezone from agriculture to industrial with two conditions as recommended by Planning & Zoning. The motion carried. Those conditions were: 1) that the rezone not go into effect until the subdivision plat has been recorded with the Platte County Recorder’s Office; 2) that the rezone will not go into effect until the slaughterhouse Special Use Permit is approved. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the request made by Clint Philipps for a Special use Permit with the following conditions: 1) be reviewed upon a complaint basis; 2) provide the Planning Office with a copy of all federal and state licenses as they are obtained; 3) coordinate with DEQ and Wyoming Department of Ag. During the design process to ensure the proposed acreage meets their requirements for the proposed operation; 4) provide the Planning Office with a copy of the approved DEQ permit before beginning operation; 5) obtain a Platte County Building Certificate before construction on the facility. The motion carried. Resolution #2021-06, Declaring a Fire Ban: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-06 to declare a fire ban. The motion carried. Budget Discussion: The Fair Board spoke with the Commissioners about their budget requests for Fiscal Year 2022. County Clerk Malcolm Ervin then worked with the Commissioners to finalize the County’s Budget for Fiscal Year 2022. The budget hearing is scheduled for July 6, 2021 at 10:00 AM. There being no further business the meeting adjourned at approximately 2:52 P.M.
