Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the minutes from the last regular meeting. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Orr recommended the Commissioners wait to approve Requisition #18 from the Courthouse Improvement Fund and Fairgrounds Improvement Fund until he is able to review a couple of bills submitted for payment. The Commissioners agreed to review Requisition #18 on June 1st. April 2021 Collections: Clyde Harris, Sheriff - $1,184.25. Emergency Preparedness Grant Agreement: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a contract between the Wyoming Department of Health and Platte County for the purpose of emergency preparedness funding. The motion carried. Juvenile Detention Services Agreement: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a juvenile detention services agreement between Platte and Natrona Counties. The motion carried. Sick Leave Donations: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the donation of 122.24 hours of sick leave from five employees to one. The motion carried. Liquor Permits: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the out-of-jurisdiction liquor permit as presented. The motion carried. Road & Bridge: Superintendent Beal Angle presented an encroachment license for approval from Capstone Industries. Planning & Zoning: A public hearing was called to order at approximately 10:00 AM. The purpose of the hearing was to consider a simple subdivision request made by Toby Foland. The simple subdivision would divide an approximately 40-acre parcel into two parcels, one being approximately 34 acres and the other approximately 5 acres. The property in question is described as part of the SW ¼ of Section 19, Township 24 North, Range 68 West, Platte County and its address is 440 Washington Road, Wheatland. Planning & Zoning recommended approval on May 11, 2021. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the simple subdivision request with three conditions as recommended by Planning & Zoning. The motion carried. The three conditions were: 1) coordinate with the Planning Office for draft plat review; 2) submit the final plat to the Planning & Zoning Commission and Board of County Commissioners for final review, approval and signature; 3) within one year of approval record the final plat with the County Recorder’s Office. Building Certificates: Planner Clark presented three building certificates for approval from Dave Coleman, Capstone Industries and Gabriel Herrera.  Commissioner Scholarship: Mr. Jolovich motioned, seconded by Mrs. Mantle, to award the County Commissioner scholarship to the following recipients: Natlie Lyn Condie, Keegan Meyer, and Miranda Hanks with the alternates being Bailey Benson, and Evyn Halvorsen. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to award the County Commissioner renewal scholarship to Todd Paisley with the alternate being Patrick Kernan. The motion carried. Courthouse Renovation Project: Greg Orr, Project Manager, informed the Commissioners that he would provide a schedule of construction for the project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, informed the Commissioners that the project was nearing completion. An open house will be held on June 10th to open the building. Budget Requests: The following departments presented their budget requests for FY22: Sheriff, Detention, Dispatch, Road & Bridge, IT, Assessor, Attorney, Administration, Coroner, Ag. Extension, Public Health, Grants, Non-Government Accounts, Elections, 911, American Rescue Plan, SCRF, Abandoned Vehicle Fund, Courthouse & 4-H SPOT. The Fair Board and Library Boards also presented their requested budgets for FY22. There being no further business the meeting adjourned at approximately 2:40 P.M.
