Approved Record of the May 4, 2021 Proceedings of the Platte County Commissioners in Wheatland, WY –The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the minutes from the last regular meeting April 20, 2021. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the vouchers as presented. The motion carried. April 2021 Collection: Mona McAuley, Clerk of District Court, $2,690.00; Malcolm Ervin, County Clerk, $14,114.60; Circuit Court of the 8th Judicial District, $26,805.50. 4-H & Fair Board MOU: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the MOU between the Platte County Fair Board & Platte County Extension. The motion carried. Liquor Permits: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the out-of-jurisdiction liquor permits as presented. The motion carried. Building Certificates: Planner Clark presented two building certificates for approval from Colorado Liberty Pipeline, LLC and Basin Electric Power Cooperative. Recommended Budget Fiscal Year 2021 – 2022 (FY22): Mr. Ervin presented a recommended, and requested, budget for FY22. Budget Workshops: Treasurer Rietz & Jim DeWitt met with the Commissioners to discuss their budget requests for FY22. County Ambulance Service: Ned Resch, CEO of Platte County Memorial Hospital, spoke to the Commissioners about ambulance service in the county. Mr. Resch informed the Commissioners that ambulance service is not a profitable enterprise. Mr. Resch believes there should be a shared responsibility of providing ambulance service to the County. The Commissioners asked Mr. Resch to obtain more information about obtaining “Critical Care Access” designation for their ambulance service. A future meeting with Mr. Resch will take place to follow up. County Employee Health Insurance: Brian Hillier, Benefit Health Advisor, presented health insurance renewal options for County employees for FY22. Frank Urman & Cheryl Hageman, WEBT, presented additional health insurance options for FY22. Mr. Jolovich motioned, seconded by Mrs. Mantle, to accept WEBT’s proposal for the $1,500 health plan, dental, vision and life insurance. The motion carried. Resolution #2021-04: Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve Resolution #2021-04 titled, “A Resolution Supporting the Protection of Rights Under the Constitution of the United States and the Constitution of the State of Wyoming.” The motion carried. The full resolution is available for inspection in the County Clerk’s Office and online at www.plattecountywyoming.com. Wyoming Game & Fish Department: Eric Wiltanger, Chief of Services, spoke to the Commissioners regarding changing camping regulations at Greyrocks Reservoir. Mr. Wiltanger formed the Commissioners that Gate 9 will be closed to camping and will be limited to day use only. In addition, the number of consecutive days a person is allowed to camp will be reduced from seven days to five days. Executive Session: At 2:34 PM, Mrs. Mantle motioned, seconded by Mr. Jolovich, to call for an executive session for matters concerning litigation pursuant to Wyoming State Statute §16-4-405(a)(iii). The motion carried. At 2:50 PM, Mr. Jolovich motioned, seconded by Mrs. Mantle, to end executive session where no decisions were made. Settlement Agreement: Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a settlement agreement, with changes, as recommended by County Attorney Weaver. The motion carried.
