NOTICE TO BIDDERS
Town of Wheatland Electric Department - Black Mountain Underground Project 2
The Town of Wheatland Electric Department is completing capital improvement project, Black Mountain Underground Project 2. The Black Mountain Underground Project 2 consists of upgrading an existing 2.4/4.16 kV underground feeder. This project will improve access for electrical personell and provide optimized routing for faster outage recovery. The project boundary is between South St and W Mariposa Pkwy, from 24th St to 19th St. The Town of Wheatland is accepting sealed bids for construction of the Black Mountain Underground Project 2 until 2:00 PM (MDT) July 1, 2021 at the office located at 600 9th Street, Wheatland Wyoming 82201. Mailed bids shall be in a separate sealed envelope from the shipping package and sent to Attention: Candy Wright – Clerk/Treasurer – Town of Wheatland and must be received at The Town of Wheatland’s office prior to the scheduled bid opening. Sealed bids will be publicly opened and read immediately following the deadline. Bids received after the deadline will be returned to the Bidder unopened. Award of contract is anticipated to take place during Town of Wheatland Council meeting on July 12, 2021. The successful contractor will be responsible for the boring conduit and boring materials, all other material associated with the project with be furnished by the Town of Wheatland. Bids shall include the labor and equipment necessary for construction. Material will be available for pickup at The Town of Wheatland’s warehouse. The contractor is responsible for material after checkout. Bid documents including construction drawings, specifications, and construction contract are available to qualified bidders upon request. Questions regarding the bid documents shall be emailed to Shawn Benoit at [email protected] The deadline for questions is June 25, 2021. The bidder is responsible to verify receipt of questions. Based upon questions received an Addendum may be issued to prospective bidders. The Black Mountain Underground Project 2 involves the following: Boring for multiple configurations of conduit, installation of 15kV switchgear, sectionalizing cabinets, single-phase and three-phase transformers, 15kV underground cable, and 600V secondary cable, removal of existing equipment, and restoration of areas affected by the project. Energized distribution work is required as necessary. Each Proposal must be accompanied by a Bid Bond or a certified check on a bank that is a member of the Federal Deposit Insurance Corporation, payable to the order of the Owner (The Town of Wheatland), in an amount equal to ten percent (10%) of the maximum bid price. Prospective bidders are strongly encouraged to perform field review of the project site prior to preparing bids due to existing underground utilities and back yard access. Additional contractor responsibilities include but are not limited to coordination of site access, private property access permission, coordination of planned distribution outages with The Town of Wheatland Electric Department, coordination of utility locates, and damage repair. The Town of Wheatland will administer the construction contract and therefore be referred to as “Owner” in the construction contract documents. The Town of Wheatland will process contractor invoices, and require invoicing to specify cost of work performed for each item separately.
The mandatory pre-bid meeting is scheduled on June 16 @ 10:00am. Construction is scheduled to begin in Spring 2022 and be completed May 27, 2022.
