February 2021 Collections – Approved: Clyde Harris, Sheriff - $1,165.50. March 2021 Collection – Approved: Malcolm Ervin, Clerk - $11,914.95; Mona McAuley, Clerk of District Court - $2,145.00; Circuit Court - $22,058.50. Public Health: Nicole Sticka, Nurse Manager, presented two contracts to the Commissioner’s for funding and updated the Commissioner’s regarding COVID. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve a contract between Platte County and the Wyoming Department of Health for County Health Officer funding. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve a contract between Platte County and the Wyoming Department of Health in the sum of $89,438 for the purpose COVID-19 vaccination and campaign activities. The motion carried. Road & Bridge: Superintendent Beal Angle presented an Encroachment License for Powder River Express LLC for approval. Mr. Angle updated the Commissioner’s regarding our most recent snowstorm and possible options for future snowstorms. Planning & Zoning Public Hearing: Planner Clark, presented a request made by James Angle for a simple subdivision to divide 20-acres into 4 parcels. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Mr. Angle’s Simple Subdivision request with the following conditions: 1.) The final plat to include and show all WID infrastructure and easements; both recorded and unrecorded. 2.) Show the water conveyance facility to each lot to protect each lot owner’s right to receive water on the plat 3.) Within one year, submit the final plat to the Planning and Zoning Commission and the Board of County Commissioners for review and approval. The motion carried. Planner Clark presented two Building Certificates for Jason & Allison Halvorsen, and Doug & Helena Swingholm for approval. Lodging Tax & Tourism Joint Powers Board: The Commissioners interviewed Suzanne Cozad-Knickerbocker, Alexandra Philp and Genia Vineyard for the lodging tax & tourism joint powers board. Mr. Jolovich motioned, seconded by Mrs. Mantle, to appoint Aley Philp to the Lodging Tax & Tourism Joint Powers Board for a term ending 12/31/2022. The motion carried.
County Clerk: Clerk Ervin presented four out-of-jurisdiction liquor permit requests. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve four out-of-jurisdiction liquor permit requests as presented. Clerk Ervin presented sick donations. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the donation of 114 hours of sick leave from three employees to one. The motion carried. The Commissioners discussed the Emergency Rental Assistance Program and it was agreed and recommend that Project Safe maintain the Emergency Rental Assistance Program. Clerk Ervin discussed Pepper Road with the Commissioners and the Commissioners advised to get Pepper Road surveyed. Executive Session: Mrs. Mantle motioned, seconded by Mr. Jolovich, to call executive session for litigation against the county, pursuant to Wyoming State Statute §16-4-405 (a)(iii) at 11:15 A.M. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to resume the regular meeting at 11:45 A.M. with no decisions being made in executive session. The motion carried. Courthouse Renovation Project: Greg Orr, Project Manager, went over the Requisition with the Commissioners which included two months’ worth. 4-H Building Reconstruction Project: Greg Orr, Project Manager, went over the Requisition with the Commissioners which included two months’ worth. The project is about sixty percent complete, and the timeframe is running on track. There being no further business the meeting adjourned at approximately 12:28 P.M.
