The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commission Chairman; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Cary Shubert, Deputy County Clerk. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the agenda. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the minutes from the last regular meeting. The motion carried. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the vouchers as presented. The motion carried. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve Requisition #16 from the Courthouse Improvement Fund in the sum of $19,908.00. The motion carried. County Treasurer: Kristi Rietz, County Treasurer, presented the County’s financial position as of January 31, 2021.January 2021 Collections – Approved: Platte County Sheriff - $991.75. Liquor License Public Hearing: Malcolm Ervin, County Clerk, presented nine liquor licenses for Top 5 Club Inc, Rafter MB Completions Consulting, Laura Bowher, Laramie Peak Investment Group, Guernsey Mercantile LLC, Glendo Lakeside RV Park LLC, GD Family LLC, Delancey Enterprises LLC, and Canyon Vineyard & Events LLC to be renewed. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the nine liquor licenses, as presented. County Maintenance Department: Maintenance Supervisor, Jim Dewitt, discussed quotes for fixing the clock in front of the Courthouse, and lighting for the library and the Coleman building. The Commissioner’s gave the approval to move forward with the lights and to inquire more about the dimmer switch quote. Planning & Zoning Public Hearing: Planner Clark, presented a request made by Merlin Hitt to combine two simple subdivisions into one subdivision. Merlin Hitt commented that he needs to do the process that will best suit his needs. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve and combine the two simple subdivision requests made by Merlin Hitt into one subdivision as recommended by planning & zoning with the following conditions: 1.) That the final plat, meet all of Platte County’s Subdivision requirements due to the previous approval of a Simple Subdivision from the same parcel. 2.) That a final plat be prepared and recorded with the Platte County Recorder’s Office within one year of Platte County Commissioners’ approval. The motion carried. Planner Clark, presented a request made by Robert and Lana Shepard for a simple subdivision. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the simple subdivision request made by Robert and Lana Shepard with the recommended conditions: 1.) That the final plat includes the new tract and references the boundary line adjustments for ease of tracking and to ensure an accurate legal description upon completion. 2.) That a final plat be prepared and recorded with the Platte County Recorder’s Office within one year of Platte County Commissioners’ approval. The motion carried. Planner Clark presented a request made by Bill and Angie Kernan for a simple subdivision. Mr. Jolovich motioned, seconded by Mrs. Mantle, to approve the simple subdivision request made by Bill and Angie Kernan with the recommended conditions: 1.) That the final plat includes references to the boundary line adjustments for ease of tracking. 2.) That a final plat be prepared and recorded with the Platte County Recorder’s Office within one year of Platte County Commissioners’ approval. The motion carried. Planner Clark presented four special use permits requested by Visionary Communications. Merlin Hitt commented on the Visionary Communications request and stated that he is in favor for Broadband service abilities to be more expanded. Mrs. Mantle motioned, seconded by Mr. Jolovich, to approve the four special use permit requests made by Visionary Communications with the recommended conditions: 1.) Special Use Permit will be reviewed on a complaint basis. 2.) Visionary Communication is responsible for all maintenance and removal. The motion carried. I.T. Provider – WyoLogic Inc: Jordan Ham, updated the Commissioners regarding project updates with the Sheriff’s office and Spillman. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, provided change order requests and prices for the 4-H Building Reconstruction project. Everything else with the 4-H Building is running smoothly. County Clerk: Clerk Ervin, discussed the response letter to the road committee and requested to replace the two part time nurse positions into one full time position. The Commissioners agreed to allow a full-time position for the rest of this budget year and re-evaluate full-time vs. part-time nurse position for the 2021-2022 budget. The substance abuse prevention program was also discussed and how Platte County can possibly utilize the program. Emergency Management: Emergency Management Coordinator, Terry Stevenson, discussed the 20-EMPG-PLA-GCF20 grant and updated the Commissioners on the status of COVID vaccinations. Terry also let the Commissioners know that we have received the Intrado equipment for the 911 system. Mrs. Mantle motioned, seconded by Mr. Jolovich to approve the 20-EMPG-PLA-GCF20 grant agreement between the Wyoming Office of Homeland Security and Platte County, and allow the chairman to sign the agreement. The motion carried. There being no further business the meeting adjourned at approximately 12:05 P.M.
