UNAPPROVED RECORD OF PROCEEDINGS FOR THE GOVERNING BODY OF THE TOWN OF WHEATLAND A regular meeting of the Council for the Town of Wheatland, Platte County, and State of Wyoming was held on Monday, January 11, 2021 pursuant to the law.  Mayor Graves called the meeting to order at 7:00 p.m.  The following were present at roll call: Councilmen Madsen, Ashenhurst, Britz and Schindler.  Clerk/Treasurer Candy Wright and Attorney Doug Weaver were also present.  Mayor Graves presented the agenda adding Juan Exon under Public Comment, gutter obstructions and Excel Wyoming to Unfinished Business. Councilman Britz motioned, seconded by Councilman Schindler, to accept the agenda as amended.  Motion passed 4-0. Councilman Madsen motioned, seconded by Councilman Britz, to accept the consent agenda as presented and to place it on file.  Motion passed 4-0. Motion passed 3-1 with Councilman Schindler voting against the appointment. Councilman Alan Madsen and Councilman Tony Montoya were sworn into office by Municipal Judge Vicki Mickelsen.  Mayor Graves presented Thane Ashenhurst with a plaque of appreciation thanking him for his years of service.  Platte County Clerk Malcom Ervin updated the Council on the primary and general election.  Clerk Ervin thanked the Council for using Platte County for their election needs.
Mayor Graves presented a proclamation recognizing January 24-30, 2021 as School Choice Week. Mayor Graves presented a complaint from Juan Exon.  No action was taken.  Mayor Graves requested Councilman Schindler, once his home sells and he is ready to step down, to submit a letter of resignation to the Council.  Community members interested in filling Councilman’s Schindler’s position should submit a letter of interest to Clerk Wright.  UNFINISHED BUSINESS:  Council directed Attorney Weaver and Clerk Wright to send letters, with a copy of the ordinance, to all home owners with gutter obstructions asking them to remove the obstructions. Mayor Graves presented a settlement agreement for Excel Wyoming. Councilman Britz motioned, seconded by Councilman Madsen, to accept the Final Settlement Agreement with Excel Wyoming and authorize the Mayor to sign once the president of Excel Wyoming signs and returns the agreement. Motion pass 4-0.  New Business:  Mayor Graves presented Resolution.  NEW BUSINESS:  Councilman Britz motioned, seconded by Councilman Montoya, to approve 01-2021 A Resolution Adopting the Building Permit Fee Schedule for Calendar Year 2021with noted changes.  Motion passed 4-0.  Councilman Britz motioned, seconded by Councilman Schindler to approve a request form Mr. Merlin Hitt for a simple subdivisions to divide 5.5 acres and a request for a simple subdivision to divide 17 acres both located outside of city limits. Motion passed 4-0.  Councilman Britz motioned, seconded by Councilman Madsen to approve a request from Mrs. Lana Shepard for a simple subdivision to divide 25.83 acres outside of city limits. Motion passed 4-0.  Councilman Schindler motioned, seconded by Councilman Madsen, to approve Resolution 2-2021 A Resolution to Establish Compliance with W.S. 24-2-111 and Request Monies from the Department of Transportation for Maintenance on State Highways within our Corporate Boundaries.  Motion passed 4-0.  Councilman Madsen motioned, second by Councilman Schindler, to approve First State Bank, Rolling Hills Bank, and Platte Valley Bank as the Town’s depositories.  Motion passed 4-0.  Councilman Britz motioned, seconded by Councilman Montoya, to approve the Platte County Record Times as the newspaper of record.  Motion passed 4-0.  With nothing further to come before the Council the meeting adjourned 8:18 p.m.  S/N:  Mayor Brandon Graves Attest:  S/N:  Clerk Candy Wright
