Unapproved Record of the January 5, 2021 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Commissioner; Ian Jolovich, Commissioner; Kayla Mantle, Commissioner; and Malcolm Ervin, County Clerk. Selection of Chairman: Mr. Jolovich motioned, seconded by Ms. Mantle, to elect Mr. Shockley as chairman of the board. The motion carried. Ms. Mantle motioned, seconded by Mr. Shockley, to elect Mr. Jolovich as vice-chairman of the board. The motion carried.  Bond: Kayla Mantle, $10,000. Nov. 2020 Collections: Clyde Harris, Sheriff - $1,118.75. Dec. 2020 Collections: Malcolm Ervin, Clerk - $12,469.80; Mona McAuley, Clerk of District Court - $1,556.52. Road & Bridge: Superintendent Beal Angle presented an encroachment license for approval from Wheatland REA. Mr. Angle recently examined Whalen Canyon Road and spoke to the effectiveness of a surface treatment that was recently applied to the road. Road & Bridge is working to replace the wood deck on a bridge on the Laramie River Road. Mr. Angle took the opportunity to talk about county bridges and ways to preserve their viability. Emergency Management: Terry Stevenson, Coordinator, informed the Commissioners about snowpack around the state of Wyoming. Mr. Stevenson urged the Commissioners to consider expanding the County radio network to cover underserved areas of the county. Maintenance: Jim DeWitt, Maintenance Supervisor, provided updates to the Commissioners. Mr. DeWitt is replacing a number of fluorescent tube lights with LED systems to reduce the County’s electric usage. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. An amendment has been signed with Malone Belton Abel (MBA). Now, MBA is going to give a schedule to Mr. Orr so he can coordinate with Sampson Construction to review Sampson’s budget.  4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Shawn Rupert of the Fair Board said the project was going very well. Grant Administrator: Amy Butler, Grant Administrator, updated the Commissioners about her activities since her being hired. Ms. Butler has applied for a Wyoming Community Foundation grant to purchase tables and chairs for the 4-H Building. IT Update: Jordan Ham, WyoLogic Inc., provided the Commissioners an update of projects he currently has underway. Mr. Ham is completing projects that were funded by the CARES act, which include an upgraded phone system. Several recurring IT issues have subsided due to upgraded infrastructure, so Mr. Ham has more time to focus on replacing hardware. Designation of County Newspaper: Mr. Jolovich motioned, seconded by Ms. Mantle, to designate the Platte County Record-Times as the official county newspaper for 2021. The motion carried. Fair Board Appointment: Mr. Jolovich motioned, seconded by Ms. Mantle, to re-appoint Shawn Rupert to the fair board for a term of five years. The motion carried. Weed & Pest: Mr. Jolovich motioned, seconded by Ms. Mantle, to re-appoint Roxie Harris as Area 4 Director of the Weed & Pest board for a term of four years. The motion carried. Mr. Jolovich motioned, seconded by Ms. Mantle, to appoint Ron Lockhart as Area 1 Director of the Weed & Pest board for a term of four years. The motion carried. A vacancy for the Slater area currently exists on the board. County Engineer Appointment: Mr. Jolovich motioned, seconded by Ms. Mantle, to re-appoint Hal Hutchinson as Platte County engineer for a term of one year. The motion carried. Resolution #2021-01: Ms. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-01 titled, “Platte County Statement of Investment Policy” The motion carried. Resolution #2021-02: Ms. Mantle motioned, seconded by Mr. Jolovich, to approve Resolution #2021-01 to authorize payroll distribution via direct deposit. The motion carried.
