Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the minutes from the last regular meeting. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #14.5 from the Fairgrounds Improvement Fund in the sum of $303,978.00. The motion carried. November 2020 Collections: Clerk of District Court - $3,176.00; Circuit Court - $20,148.75. Coronavirus Relief Fund Grant Agreements: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a grant agreement between the Wyoming State Loan & Investments Board for CRF366 in the amount of $24,615.00. The motion carried. DCI Grant Agreement: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a grant agreement between Platte County and the State of Wyoming Division of Criminal Investigation in the amount of $140,900.05. The motion carried. Executive Session: At 9:17 AM, Mr. Shockley motioned, seconded by Mr. Jolovich, to call for an executive session for personnel matters, pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried. At 9:32 AM, Mr. Shockley motioned, seconded by Mr. Jolovich, to exit executive session where no decisions were made. The motion carried. University of Wyoming Ag. Extension: Mandy Marney, Associate Director of U.W. Extension Association, spoke about her roll with the University of Wyoming. 16th Street Agreement: Merlin Hitt, Platte County Economic Development, presented an updated agreement to reconstruct 16th Street. The agreement would be between the Town of Wheatland, Platte County and WYDOT. The agreement lays out that the County would not be required to pay anything further than 15% of the reconnaissance agreement and take control of a state highway. Mr. Shockley motioned, seconded by Mr. Jolovich, approve the amended contract between the County, Town of Wheatland and WYDOT for the 16th Street project. The motion carried. Planning & Zoning Public Hearing: Planner Clark presented a request made by Stone Welding LLC to rezone approximately 10 acres from agriculture to industrial zoning. The property is located in the SW ¼ of Section 1, Township 24 North, Range 68 West, Wheatland. The parcel will be located in a simple subdivision for Mr. Merlin Hitt. Mr. Hitt, PCED, spoke in favor of the project. The Planning & Zoning Commissioner recommended approval on December 8, 2020. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the rezone request made by Stone Welding LLC with the condition that the zoning change would not take effect until recording of the approved simple subdivision plat. The motion carried. Planner Clark presented a special use request made by Visionary Communications. The request is to construct a communications tower on a parcel of land located in the SW ¼ NW ¼ and SE ¼ NW ¼ and NW ¼ SW ¼ of Section 12, Township 24 North, Range 68 West, Wheatland. The Planning & Zoning Commission recommended approval on December 8, 2020. No one was present on behalf of Visionary Communications to speak about the request. Steve Sherard spoke as a customer of Wyoming Wireless and was concerned that Visionary’s plan could cause interference with Wyoming Wireless. Mr. Sherard is asking that a condition be placed on the approval which would require Visionary not interfere with other wireless internet providers. Ms. Shonda Boyd was concerned about losing internet connection due to virtual schooling. Jennifer Stone spoke to a previous interference issue that was not promptly addressed by Visionary. The Commissioners wished to have a representative of Visionary present to explain their request. Mr. Shockley motioned, seconded by Mr. Jolovich, to postpone the request indefinitely. The motion carried. EagleView: Jim Oddi of EagleView presented an explanation of the 2020 Wyoming High Resolution Imagery Project. COVID-19 Discussion: A discussion was held in reference to state mandates. It was agreed that any changes in state law that allow these types of mandates would have to be directed to the state legislature. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. A meeting was recently held with a number of Courthouse departments to review design features. Malone Belton Abel is working to incorporate the finishing touches on the Courthouse design. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Mr. Orr said with the approval of requisition #14.5, approximately 33% of the billable amount has been paid. Mr. Orr explained that Sampson Construction has not touched their contingency funding and that most major construction issues have passed thus reducing the potential of using contingency funding. Resolution #2020-36: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-36 titled, “A Resolution Recognizing Commissioner Sandy E. Kontour.” The motion carried.
