Unapproved Record of the November 17, 2020 Proceedings of the Platte County Commissioners in Wheatland, WY – A regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Chairman; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Commissioner Steve Shockley was present via Zoom video call. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the agenda. The motion carried. Tax Cancellation: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the tax cancellation for tax year 2020 for R. Keith Walden in the sum of $337.34. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the tax refund for tax years 2015, 2016, 2017, 2018 and 2019 for R. Keith Walden in the sum of $1,102.08. The motion carried. County Treasurer: County Treasurer Kristi Rietz presented the financial report for the month ending October 31, 2020. Road & Bridge: Superintendent Beal Angle informed the Commissioners that the recently installed fuel tank was filled. Mr. Angle said Horseshoe Creek Road has some issues with culverts rusting out and has worked with the County Engineer, Hal Hutchinson, to develop a solution. He also informed the Commissioners that one of the bridges on Laramie River Road had a couple of holes in its deck and he was reviewing a solution. Planning & Zoning – Public Hearing: Planner Clark presented a Simple Subdivision request made by Merlin Hitt to divide approximately 10.09 acres out of approximately 140 acres. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the simple subdivision request made by Merlin Hitt with the condition that a final plat be recorded within one year of approval. The motion carried. Planner Clark presented a Simple Subdivision request made by Cindy Hilty to divide approximately 37.57 acres into three parcels. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the simple subdivision request made by Cindy Hilty with the following conditions: that the surveyor coordinate with the Planning Office to review the draft plat and that a final plat be recorded within one year of approval. The motion carried. Planner Clark presented a Subdivision request made by Matt Wheeler to divide approximately 35 acres into 4 parcels. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the subdivision request made by Matt Wheeler with the following conditions: that the surveyor coordinate with the Planning Office to review the draft plat and that a final plat be recorded within one year of approval. The motion carried. Planner Clark also presented six building certificates for approval from Jeremiah Ward, Stone Crazy LLC, Bradley Peterson, Michael & Vicki Johnston, Gerrit Hemke and John Bauder. Coronavirus Relief Fund Grant Agreements: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve grant agreements for CRF164, 205, 233, 244 and 260. The motion carried. Resolution #2020-35: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-26 authorizing a SLIB grant submission of $24,614.88 for detention center dishwasher replacement funding. The motion carried. The full resolution is available for inspection online at www.plattecountywyoming.com or in the Office of the County Clerk. Housing Authority Board: Mr. Shockley motioned, seconded by Mr. Jolovich, to appoint Shawna Reichert to the Housing Authority Board for a term of five years, effective November 1, 2020. The motion carried. Grant Administrator: The Commissioners interviewed Amy Butler for an open position as the County grant administrator. Ms. Butler previously served in the position.  Maintenance Department: Jim DeWitt presented updates about the Courtroom IT upgrades and Christmas decorations. YO Ranch 3rd Filing Vacation: Don & Lori Hale spoke to the Commissioners about their intent to vacate YO Ranch 3rd Filing. The Hales will need to proceed through the vacation process, which they have begun with the County Planner. Face Covering Policy: Nicole Sticka, Public Health Nurse Manager, spoke to the Commissioners about requesting a policy that would require face coverings in the Public Health building. At this time the Commissioners did not choose to implement the requested policy. Public Health: Ms. Sticka informed the Commissioners that COVID-19 cases were rising, which is increasing the workload for Public Health’s part-time contact tracer. Ms. Sticka also informed the Commissioners that Public Health had administered a little over half of their influenza vaccines even though they received the vaccines later this year than in years past. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Chris Larsen and Tim Belton, Malone Belton Abel, presented their concept to place the elevator in an addition on the south side of the building. There being no further business the meeting adjourned at approximately 3:45 P.M.
