Approved Record of the November 2, 2020 Proceedings of the Platte County Commissioners in Wheatland, WY – A special meeting of the Board of County Commissioners was called to order at 1:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. The items to discuss for the special meeting were: to consider Resolution #2020-34 to Rescind the Fire Ban in Platte County; to consider pay requisitions from the Courthouse and Fairgrounds improvement funds; and to consider and discuss the Courthouse Renovation and 4-H Reconstruction projects. Fire Ban: Fire Warden Aaron Clark explained to the Commissioners that it was time to lift the fire ban in Platte County due to lowering temperatures and the arrival of precipitation. Therefore, Mr. Clark recommended rescinding the fire ban. Resolution #2020-34: Ms. Kontour motioned, seconded by Mr. Shockley to approve Resolution #2020-34. The motion carried. The full resolution is available for inspection online at www.plattecountywyoming.com or in the Office of the County Clerk. Specific Purpose Excise Tax Requisitions Approved for Payment: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Requisition #13 from the Fairgrounds Improvement Fund in the sum of $369,526.00. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Requisition #13 from the Courthouse Improvement Fund in the sum of $15,598.00. The motion carried. Courthouse Renovation Project: Greg Orr, Reliance Construction Consulting, presented updates to the Courthouse Renovation project. Mr. Orr showed a potential move for the elevator, which would make the elevator built on the exterior of the north or south side of the building. The Commissioners favored placing the elevator on the south side of the building, which would allow closer access to the elevator and fewer design changes. Further, the change would reduce the budget by approximately $200,000. 4-H Building Reconstruction Project: Greg Orr, Reliance Construction Consulting, informed the Commissioners that the 4-H Building Reconstruction is going well. Mr. Orr presented a change order request log that will track any change orders to the project. So far, the only approved change order approved was to open the ceiling in the large meeting room. Mr. Orr asked if the Commissioners are okay with him signing change order approvals or whether they should come to the Commissioners. The Commissioners believed it was okay for Mr. Orr to sign on behalf of the board. There being no further business the meeting adjourned at approximately 2:00 P.M.
