Public Health CARES Act MOU: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Amendment #1 to the MOU between the State of Wyoming and Platte County concerning Public Health CARES Act funding. The motion carried. Encroachment Licenses: Mr. Ervin presented two encroachment licenses for approval from Wheatland REA and Chad Hooper. County Treasurer: County Treasurer Kristi Rietz presented the financial report for the month ending September 30, 2020. Chugwater Economic Development: Philip Ellis, CHED Chairman, presented an update of the effort to keep the Chugwater Rest Area open. Mr. Ellis said the rest area will be open through December 20, 2020 due to numerous efforts made by the Platte County Tourism and Lodging Board, Platte County Economic Development, CHED and the Town of Chugwater. At this time Mr. Ellis is not asking the Commissioners for any funding to keep the rest area open. Mr. Ellis said the rest area has a visitor center, which is staffed by a CHED employee who encountered approximately 33,000 travelers in 2019. 16th Street Agreement: Merlin Hitt, Platte County Economic Development, updated the Commissioners about the 16th Street Agreement between Platte County and the Town of Wheatland. Mr. Hitt said he received language from the Town and County attorney to update the agreement. The agreement is now in WYDOT’s hands and will then be reviewed by the Attorney General. Planning & Zoning – Public Hearing: Planner Clark presented a Simple Subdivision request made by Scott & Sheila Leach to create two five acre lots out of approximately 70 acres. The property is located at 1878 N. Glendo Highway, Glendo – described as part of the SW ¼ NE ¼ and part of the E ½ NW ¼ and part of the W ½ NW ¼ of Section 7, Township 30 North, Range 68 West, Platte County, Wyoming. No public comment was heard. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the simple subdivision request made by Scott & Sheila Leach. The motion carried. Planner Clark also presented three building certificates for approval from Andrew Woods, Steven & Bonnie Neff and Marty Shepard. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Mr. Orr showed potential design proposals from Sampson Construction, which would be more cost effective for the project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Arete Design created three Proposal Requests (PR), the first is to increase the fire line from a 4” line to a 6”; to cover the walls inside the main ballroom with drywall; and to drywall the vaulted ceiling. Mr. Orr is encouraging the Fair Board to proceed with the PR to drywall the ceiling and wait on the others until Sampson Construction releases a majority of their contingency. East Cole Property Tax Discussion: Evelyn Smith came to the Commissioners to discuss her property taxes. Ms. Smith said her, and some of her neighbors’, taxes increased by numerous hundreds of dollars. Further, Ms. Smith said her and some of her neighbors did not realize they only have 30 days to appeal the valuation decision. Therefore, Ms. Smith wanted to provide the Commissioners sufficient time to research the issue before a potential appeal next year. Daryl Tiltrum said the valuation of his house went up approximately 30%. County Assessor Danette Eppel explained why she compared East Oak Street and East Cole Street to determine value. Ms. Eppel said she is limited by the number of sales on East Cole Street to compare values and used sales from the East Oak Street as a comparison. Resolution #2020-24: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-24 to amend the 2020-2021 budget. The motion carried. Resolution #2020-25: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-25 authorizing a SLIB grant submission of $54,868.00 for Detention Center COVID-19 Response funding. Resolution #2020-26: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-26 authorizing a SLIB grant submission of $19,665.40 for telephone upgrade funding. Resolution #2020-27: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-27 authorizing a SLIB grant submission of $120,773.16 for Sheriff’s Deputy mobile reporting capabilities funding. Emergency Management Coordinator: Terry Stevenson, Emergency Management Coordinator, provided an update to the Commissioners about the County’s COVID-19 response and recent quarantines.
