Approved Record of the September, 2020 Proceedings of the Platte County Commissioners in Wheatland, WY – The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Steve Shockley, Vice-Chairman; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the agenda. The motion carried. The motion carried. County Treasurer: County Treasurer Kristi Rietz presented the financial report for the month ending August 31, 2020. Predatory Animal Board: County Treasurer Rietz and Bill Klein, Treasurer of the Predatory Animal Board, presented the annual receipts and expenditure report for the board. Statement of Receipts & Expenditures: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the Platte County Statement of Receipts and Expenditures for Fiscal Year 2019 – 2020. Planning & Zoning – Public Hearing: Planner Clark presented a Simple Subdivision request made by Sinclair Transportation Company to divide 5.4 acres from approximately 412 acres, located south of Guernsey. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a Simple Subdivision request made by Sinclair Transportation as recommended by the Planning & Zoning Commission. The motion carried. Planner Clark presented a Special Use Permit (SUP) request made by Brady Zimmerer to operate a Short-Term Horse Holding Facility, which would be located north of Wheatland at 1005 N. Wheatland Highway, Wheatland. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a Special Use Permit request made by Brady Zimmerer as recommended by the Planning & Zoning Commission. The motion carried. Planner Clark also presented two building certificates for approval from Gerald & Jeanne Haffner and Michelle Fross. At this point in the meeting Chairman Kontour joined via phone. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Full design documents for the dispatch facility have been provided by Malone Belton Abel. Sampson Construction has advertised for subcontractor pricing on the new dispatch facility, which are due back to Sampson by September 24th. Mr. Orr said once those prices have been secured, there will be a clear picture of how much money remains to renovate the Courthouse. At that time, the Commissioners will be able to make decisions about the Courthouse project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Proposal Request to change the ceiling at the. Arete requested a variance to the energy building code, which requires the R-Value of the roof to be R-49. Arete is asking for a variance which would make the new R-Value as R-30. Wheatland Historic Preservation Commission: Linda Fabian, board member of the Wheatland Historic Preservation Commission, spoke to the Commissioners about the proposed Wheatland Downtown Historic District. Ms. Fabian spoke to property insurance premiums if included in a District. Mr. Shockley did state that the County rates could increase if additional building requirements were made by the Town of Wheatland within said district. Deanna Christensen did inform the Commissioners that she spoke with her insurance agent and was informed that her rates would increase as a result of being included in a Historic District. Tim Weaver spoke to the potential ramifications of being included in a Historic District due to loss of control and the potential for additional regulations. Mr. Weaver said those additional regulations could result in higher costs to construct, which would result in higher insurance rates. Will deRyk spoke to the concerns surrounding insurance. Brian Beadles of the Wyoming State Historic Preservation Office spoke to the benefits of the downtown district and how the district is worthy of a state nomination to the National Park Service (NPS). The NPS makes the final determination of whether a district receives national recognition as a Downtown Historic District. Ms. Kontour spoke about the role of the Commissioners and that they are tasked with protecting Platte County’s property. Ms. Fabian suggested a compromise to the current boundaries, which would remove the Courthouse from the proposed district but would include the detention facility and Coleman (Public Health/County Attorney) Building. Dan Brecht urged the Commissioners to not judge the proposed Wheatland District against other districts that have had issues. Ms. Kontour informed the group that Platte County is not interested in being part of the Wheatland Downtown Historic District. IT Update: Jordan Ham, WyoLogic, Inc., informed the Commissioners that most of the computers budgeted to be replaced have been delivered and that he will begin installing them soon. Mr. Ham updated the Commissioners on other IT related issues and opportunities. There being no further business the meeting adjourned at approximately 2:30 P.M. Approved: /s/Sandy Kontour, Chairman.
