The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #12 from the Courthouse Improvement Fund in the sum of $38,453.11. The motion carried. July 2020 Collections: Malcolm Ervin, Clerk - $13,781.65; Circuit Court of the 8th Judicial District - $26,743.00; Mona McAuley, Clerk of District Court - $3,014.25. Tax Cancellations: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve two tax cancellations for tax year 2020 for Benjamin Hilty in the sum of $833.40. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a tax cancellation for tax year 2020 for the Town of Glendo in the sum of $640.22. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a tax cancellation for tax year 2020 for Mobile Mini Inc. in the sum of $135.36. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a tax cancellation for tax year 2020 for Sheila Fabian & Ronald Stritecky in the sum of $1,325.52. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a tax cancellation for tax year 2020 for United Carpet Cleaning in the sum of $24.78. The motion carried. Road & Bridge: Superintendent Beal Angle informed the Commissioners that their fuel tank has been delivered and he will begin seeking bids for fuel contracts soon. Mr. Angle also addressed concerns about where Brush Creek Road ends and said he confirmed its ending point. A landowner will now erect a gate at the end of Brush Creek Road. Mr. Angle also spoke about the need for a better County road map to post on the County website. The current map is not the most accurate and shows a number of private roads as well. Finally, Mr. Angle spoke about recent projects and informed the Commissioners that a lack of moisture makes it difficult to ensure grade roads. However, Road and Bridge has put more material on a number of County roads. Courtroom Updates: Clerk of District Court Mona McAuley said the Wyoming Supreme Court is asking Counties to put monitors and other Audio/Visual equipment into their courtrooms in order to reduce the amount of contact between attorneys, judges, and other individuals. This is an attempt by the Supreme Court to help reduce the spread of infectious diseases. Ms. McAuley said the County would be required to pay for the wiring and electrical for the upgrades. The State of Wyoming would pay for the technology and equipment – the County would be responsible for infrastructure. District Court Judges Patrick Korell and F. Scott Peasley spoke about how the system would work and why it is beneficial beyond not spreading infectious diseases. The system would allow for an easier audio/visual presentation of materials for jurors, witnesses and others involved in the trial process. Courthouse Renovation Project: Greg Orr, Reliance Construction Consulting, presented updates to the Courthouse Renovation project, which includes a new Dispatch facility. Sampson Construction completed their pricing for the new Dispatch facility, which was approximately $1.6 million. Of that, Mr. Orr explained approximately $300,000 was just in electrical contractor work. Mr. Orr did inform the Commissioners that their decision to move the building to a location across the street from the Sheriff’s Office did save approximately $200,000. At this point the Commissioners have opted to wait on the dispatch facility and focus their attention on moving the Courthouse elevator and begin demolition inside the Courthouse. 4-H Building Reconstruction Project: Greg Orr, Reliance Construction Consulting, informed the Commissioners that the 4-H Building Reconstruction is going well. Mr. Orr said Sampson Construction has only lost two days due to weather and that they will soon be pouring concrete slabs. Planning & Zoning: Planner Amy Clark presented a building certificate for approval from Jeff & Jodie Sinner and an extension of Building Certificate #2018-33. Maintenance Department: Maintenance Supervisor Jim DeWitt provided updates to the Commissioners about recent projects their department has undertaken. Mr. DeWitt said he has spoken to an electrical contractor about Courtroom updates and will get that update scheduled. Mr. DeWitt has ordered a number of automatic hand sanitizer stations and deployed those throughout County buildings. Executive Session: At 11:28 AM, Mr. Shockley motioned, seconded by Mr. Jolovich, to call for an executive session for personnel issues pursuant to Wyoming State Statute §16-4-405(a)(ii). The motion carried. At 11:34 AM, Mr. motioned, seconded by Mr. Jolovich, to end the executive session where no decisions were made. The motion carried. Resolution #2020-21: “A Resolution of Sorrow” For the Passing of J. Kenneth Kennedy: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-21. The motion carried.
