The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #10 from the Courthouse Improvement Fund in the sum of $107,730.00. The motion carried. July 2020 Collections: Clerk - $14,647.30; Circuit Court - $25,341.00; Clerk of District Court - $1,264.25. 2020 Mill Levies: Mr. Shockley motioned, seconded by Mr. Jolovich, to certified mill levies as presented for 2020. The motion carried. $15,296,425. COVID-19 Response Funding: Mr. Shockley motioned seconded by Mr. Jolovich, to approve a Memorandum of Understanding between the State of Wyoming and Platte County for COVID-19 response funding in the sum of $193,768.00. The motion carried. Resolution #2020-19: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Resolution #2020-19 titled, “A Resolution Clarifying the Closure of the County Courthouse for the 2020 Primary and General Elections.” The motion carried. The resolution is available for inspection in the Office of the County Clerk or online at www.plattecountywyoming.com. WYDOT: Mark Ayen, District Engineer, presented the State Transportation Improvement Plan (STIP). Road & Bridge: Superintendent Beal Angle presented an encroachment license from Dawn Barker for approval. Mr. Angle also updated the Commissioners on current and upcoming projects and presented some estimates for materials and supplies. Mr. Don Hale, with Alexander Construction, asked the Commissions why the County chip sealed their roads more often than replacing asphalt. The Commissioners spoke to the limit funding available to completely replace asphalt roads. Planning & Zoning: Planner Clark presented two building certificates for approval from Sarah & Michael Tucker and Rimfire Enterprises. IT Update: Jordan Ham, WyoLogic, Inc., spoke to the Commissioners regarding relocating the switch in District Court, which the Commissioners approved Mr. Ham to proceed with. Mr. Ham also provided other updates and information about upcoming projects. Courthouse Renovation Project: Greg Orr, Reliance Construction Consulting, presented updated site plans to the Commissioners. Mr. Orr informed the Commissioners that the new dispatch facility would be located on the south side of the Sheriff’s Office as the location offered numerous benefits to previously explored locations. 4-H Building Reconstruction Project: Greg Orr, Reliance Construction Consulting, presented some invoices for the Commissioners to review and the status of the renovation. There being no further business the meeting adjourned at approximately 11:55 A.M.

County Treasurer: County Treasurer Kristi Rietz presented the financial report for the month ending June 30, 2020. Public Health Contracts: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a contract between the Wyoming Department of Health and Platte County for MCH and TANF funding for FY21 and FY22 in the sum of $73,266.00. The motion carried. Maintenance Department: Maintenance Superintendent Jim DeWitt updated the Commissioners on Courthouse projects.  IT Jordan Hamm also was present to discuss alternate options for placement of some switches. Planning & Zoning – Public Hearing: Planner Clark presented a Subdivision request made by Del Tinsley to divide approximately 38.9 acres into 23 parcels, located just west of Guernsey town limits and north of US Highway 26, described as part of the NE4NE3, part of the NE4SE4 of Section 34, Township 27 North, Range 66 West, Platte County, Wyoming. The subdivision was recommended for approval by the Planning & Zoning Commission on July 15th, 2020. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the Subdivision request with four conditions as recommended by the Planning & Zoning Commission. The motion carried. Planner Clark also presented proposed Planning & Zoning By-Laws. The Planning & Zoning Commission recommended the updated By-Laws be approved. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the updated Planning & Zoning By-Laws presented by Planner Clark. The motion carried. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project.
