Mr. Jolovich motioned, seconded by Ms. Kontour, to approve Requisition #9 from the Courthouse Improvement Fund in the sum of $3,896.00. The motion carried. June 2020 Collections – Approved: Clerk - $15,981.30; Circuit Court - $24,063.00; Clerk of District Court - $1,546.50; Sheriff - $1,530.00. Liquor Permit Applications: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve three requests to apply for 24-hour alcoholic beverage sales permits outside of Platte County’s liquor licensing jurisdiction. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to approve four catering permits for July 7, 11, 22 and August 8, 2020. The motion carried. Road & Bridge: Superintendent Angle presented two encroachment licenses for approval from Wyrulec Electric Company and the Stellpflug Cattle Company. Mr. Angle spoke about the efficiencies and cost savings associated with the Durapatcher he purchased in FY20 and the chip seal project planned for Lakeshore Dr. in Glendo. Mr. Dix Felker spoke about the condition of Fletcher Park Rd. and asked whether there would be material placed on the road in the near future. Mr. Angle said he did intend to put gravel on Fletcher Park Rd. soon. Planning & Zoning: Planner Clark presented a building certificate for approval from Daniel & Catherine Tucker and Greg & Diana Collar. Public Health: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a contract between the Wyoming Department of Health and Platte County concerning the County Health Officer. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a contract between the Wyoming Department of Health and Platte County concerning public health emergency preparedness. The motion carried. Emergency Management: Emergency Management Coordinator Terry Stevenson updated the Commissioners about COVID-19, recent fires, and severe weather in Platte County. Mr. Stevenson also presented his budget requests for FY21. Executive Session: Mr. Jolovich motioned, seconded by Ms. Kontour, to call for an executive session for litigation against the county, pursuant to Wyoming State Statute §16-4-405(a)(iii) at 11:07 AM. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to resume the regular meeting at 11:24 AM with no decisions being made in executive session. The motion carried. University of Wyoming Ag. Extension Services: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve the annual compensation agreement between the University of Wyoming and Platte County in the amount of $26,538.00. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to approve an MOU between the University of Wyoming and Platte County concerning UW Ag. Extension. The motion carried. Wyoming Department of Family Services: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a cooperative agreement between the Wyoming Department of Family Services and Platte County. The motion carried. Election-Related Cybersecurity Software: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a grant agreement between the Wyoming Office of Homeland Security and Platte County in the sum of $17,400 for the purpose of purchasing election-related cybersecurity software. The motion carried. Sick Leave Donations: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve the donation of 289.4 hours from multiple employees to one employee. The motion carried. Resolution #2020-17: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve Resolution #2020-17 concerning second loan opportunities. The motion carried. Courthouse Renovation Project: The Commissioners held a Courthouse design meeting with Greg Orr (Project Manager), Malone Belton Abel (Architect) and Sampson Construction (Contractor). Tentative Budget for Fiscal Year 2020 – 2021: Entered into these proceedings is the tentative budget for Fiscal Year 2020 – 2021 pursuant to Wyoming State Statute §16-4-109(a). The tentative budget and notice of budget hearing have been submitted for publication in the Platte County Record Times on July 1st and 8th, 2020.
