Unapproved Record of the May 19, 2020 Proceedings of the Platte County Commissioners in Wheatland, WY –  The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Tax Cancellation: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the tax cancellation for tax years 2015, 2016, 2017, 2018 and 2019 for Rick Jochim in the sum of $570.15 and issue a tax refund to Amanda Huffer for the same tax years in the sum of $618.81. The motion carried. April 2020 Collections: Sheriff Clyde Harris, $1,070.50. County Treasurer: County Treasurer Kristi Rietz presented the financial report for the month ending April 30, 2020. Budget Discussion: Treasurer Rietz, Clerk of District Court Mona McAuley, Assessor Danette Eppel, Maintenance Superintendent Jim DeWitt, Clerk Malcolm Ervin, Sheriff Clyde Harris, Road Superintendent Beal Angle, Coroner Phil Martin, and Public Health Nurse Manager Nicole Sticka spoke about their budget requests for FY21. Planning & Zoning: Planner Clark presented two building certificates for approval from Bailey Prewitt and Jason & Amy Halvorsen. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Mr. Orr presented an estimated cost of construction from Sampson Construction, which Mr. Orr believes can be reduced but is comfortable continuing work with Sampson. Mr. Orr continues to hold a weekly meeting with Sampson Construction, Malone Belton Abel, and himself as a way of consistently updating the status of each entity’s work. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Mr. Orr said subcontractor pricing had been delivered and will conduct a bid opening within the week. The project is still on schedule to break ground this summer. County Maintenance Department: Maintenance Superintendent Jim DeWitt updated the Commissioners on current maintenance projects and a potential replacement for the maintenance department’s vehicle. The Commissioners did opt to pass on a replacement vehicle at this time. Resolution #2020-14: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-14 closing the courthouse for the 2020 Primary and General election. The motion carried. The full resolution is available for inspection online at or in the Office of the County Clerk. Commissioner Scholarship: Mr. Shockley motioned, seconded by Mr. Jolovich, to award the County Commissioner scholarship to the following recipients: Patrick Kernan, Todd Paisley, and Sabryna Shaffer with the alternates being Nicole Sagner, Dominick Ibarra, and Brock Tamlin. The motion carried. Mr. Jolovich, seconded by Mr. Shockley, to award the County Commissioner renewal scholarship to Emily Wright with the alternate being Destiny Covington. The motion carried. There being no further business the meeting adjourned at approximately 2:55 P.M.
