Unapproved Record of the May 5, 2020 Proceedings of the Platte County Commissioners in Wheatland, WY –  The regular regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the minutes from the last regular meeting and the special meetings on April 21st and 28th. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the vouchers as presented. The motion carried. SPET Requisitions Approved for Payment: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve Requisition #7 from the Fairgrounds Improvement Fund in the sum of $42,722.23. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #7 from the Courthouse Improvement Fund in the sum of $6,427.82. The motion carried. April 2020 Collections: Malcolm Ervin, Clerk - $9,889.60; Circuit Court of the 8th Judicial District - $18,522.00; Mona McAuley, Clerk of District Court - $2,226.00. Road & Bridge: Superintendent Angle presented three encroachment licenses for approval from Wheatland R.E.A., Walter & Tracy Fink, and Visionary Broadband. Planning & Zoning: Planner Clark presented two building certificates for approval from Timothy Grider & Bonnie Swaye and Norb Olind Construction on behalf of Lisa Moyer. Maintenance: Jim DeWitt, Maintenance Superintendent, informed the Commissioners about fertilizing the courthouse and library lawns and about light fixture replacements. Mr. DeWitt also requested to purchase a shed to begin moving items from the maintenance garage, which will be removed during the dispatch center build. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Mr. Orr said he would be using Keefe as a civil engineer for the project. Mr. Orr said he will be on-site soon to do some discovery work to advance the project. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Mr. Orr informed the Commissioners that Sampson Construction had advertised for subcontractor pricing. Mr. Orr also discussed how sealed bids will be opened to provide for transparency. Mr. Orr recommended that a Construction Manager At Risk (CMAR) contract be executed with Sampson Construction. Mr. Shockley motioned, seconded by Mr. Jolovich, to accept the recommendation of Reliance Construction Consulting and hire Sampson Construction as the Construction Manager for the 4-H building reconstruction project and allow Chairman Kontour to execute a contract between Platte County and Sampson. The motion carried. Polling Place Discussion: County Clerk, Malcolm Ervin, took public comment about potential polling place changes. Clerk Ervin had placed notice in the Platte County Record Times and Guernsey Gazette about potentially changing the polling places for precincts Wheatland Rural (1-6), Rock Lake (12-1), Sybille Creek (20-1), Guernsey (2-1) and Hartville (3-1). Clerk Ervin is proposing that precincts 1-6, 12-1 and 20-1 be moved from the 4-H Building to Wheatland Bible Church due to the 4-H Building being closed during election time. Clerk Ervin is proposing that precincts 2-1 and 3-1 be moved from the Guernsey Sunrise School to the Guernsey VFW because the VFW offers sufficient space, ADA compliance and better availability. Clerk Ervin did not receive public comment about the proposed changes. Clerk Ervin adopted the following polling locations for the 2020 Primary and General Elections: First State Bank Conference Center (1405 16th St., Wheatland) for districts and precincts 1-1, 1-2, 1-3, and 1-4. Wheatland Bible Church (599 Ferguson Rd., Wheatland) for districts and preceincts 1-6, 12-1, and 20-1. Guernsey VFW (42 S. Idaho Ave., Guernsey) for districts and precincts 2-1 and 3-1. Glendo Town Hall (114 S. Yellowstone Hwy., Glendo) for districts and precincts 6-1 and 6-2. Chugwater Community Center (311 2nd St., Chugwater) for districts and precincts 9-1 and 10-1. Resolution #2020-12: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-12 titled, “A Resolution Dividing the County into Election Districts.”. The motion carried. Absentee Counting Center: Mr. Shockley motioned, seconded by Mr. Jolovich, to designate the Platte County Courthouse, more specifically the County Clerk’s Office, an absentee counting center pursuant to Wyoming State Statute §22-9-125(a)(i). The motion carried. Festo Lake: Jared Souza inquired about grazing on county-owned property around Festo Lake. The Commissioners said they would speak to the County Attorney about how best to convey grazing rights to Mr. Souza. For the time being the Commissioners agreed that it would be okay to allow Mr. Souza to graze on county-owned property while they wait to obtain final documentation. County Health Insurance: Brian Hillier, Benefit Health Advisor, presented medical insurance renewal information. Mr. Shockley motioned, seconded by Mr. Jolovich, Renew with Cigna and opt-out of the diabetic program at the 2.8% increase and renew with Delta Dental, VSP, and Dearborn Life Insurance with no plan design changes. The motion carried. Fire Warden: County Fire Warden Aaron Clark presented a letter of support for the Guernsey Rural Fire District. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve a letter of support for the Guernsey Rural Fire District’s grant application. The motion carried. Annual Operating Plan: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the annual operating plan and allow Chairman Kontour to sign it. The motion carried. Resolution #2020-13: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-13, which amends Resolution #2020-09. The motion carried. Platte County Capital Construction Corporation: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a termination of lease agreement with the Platte County Capital Construction Corporation and allow Chairman Kontour to execute the termination of lease agreement. The motion carried. Recommended Budget for Fiscal Year 2020-2021: County Clerk Ervin delivered the recommended budget for Fiscal Year 2020 – 2021 to the Commissioners. Pursuant to Wyoming State Statute §16-4-104(a) the Clerk is required to deliver a recommended budget to the Commissioners on, or before, May 15th of each year.
