The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Malcolm Ervin, County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve the minutes from the last regular meeting. Tax Cancellation: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve three tax cancellations for tax year 2019 in the sum of $1,095.81 and one tax refund for tax year 2019 in the sum of $147.35 for Great America Financial Services Corporation. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a tax cancellation for tax year 2019 in the sum of $1,799.87 for Wildcat Feeders Inc. The motion carried. Sheriff Harris: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the sale of a K9 box for a vehicle to Lusk Police Department. The motion carried. Financial Report: County Treasurer Kristi Rietz presented the financial report for the month ending February 29, 2020. Treasurer Rietz informed the Commissioners she would be waiving the postage fee for registration renewals that are dropped off or mailed to the Treasurer’s Office. Platte County offers a drop box location in the alley on the east side of the Courthouse. Registration can be renewed by mailing renewal information to 806 9th St., Wheatland, WY 82201. Grant Administrator Interview: The Commissioners spoke with Julie Balzan to gauge her interest in the position as Grant Administrator. Planning & Zoning: A public hearing was called to order at approximately 10:00 AM. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request for a Simple Subdivision made by Jim Kumelos with one condition as recommended by the Planning & Zoning Commission. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request for a Subdivision made by Seth Brockman with one condition as recommended by the Planning & Zoning Commission. The motion carried. Resolution #2020-07: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-07 titled, Capital Improvement Reserve Fund. The motion carried. Peak Wellness Center: Clerk Ervin presented a letter of support for Peak Wellness Center, which was necessary for Peak Wellness to apply for a continuation of their grant from the State of Wyoming. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the letter of support for Peak Wellness. The motion carried. 16th Street: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the amended 16th Street Reconnaissance Report. The motion carried. Trap Club: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the Lease Agreement between Platte County and the Platte County Trap Club. The motion carried. Resolution #2020-08: Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Resolution #2020-08 concerning an application made to the Wyoming State Loan and Investment Board. The motion carried. Resolution #2020-09: Mr. Jolovich motioned, seconded by Mr. Jolovich, to approve Resolution #2020-09 concerning an application made to the Wyoming State Loan and Investment Board. The motion carried. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Mr. Orr said proposals had been received and that he would seek further information about fees from those who submitted proposals. Interviews for those proposals should be interviewed soon. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Mr. Orr informed the Commissioners that design documents have been completed and that Sampson’s pricing was due by March 30th at 2:00 PM. 24-Hour Catering Permit Applications: Mr. Shockley motioned, seconded by Mr. Jolovich, to approve a 24-hour catering permit request made by DeLancey Enterprises. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve two requests made by DeLancey Enterprises to apply for two 24-hour alcoholic beverage sales permits outside of Platte County’s liquor licensing jurisdiction. The motion carried. IT Update – WyoLogic, Inc.:  Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the grant agreement between the Wyoming Secretary of State’s Office and Platte County. The motion carried. Executive Session: Mr. Shockley motioned, seconded by Mr. Jolovich, to call executive session for personnel issues, pursuant to Wyoming State Statute §16-4-405(a)(ii) at 12:39 PM. The motion carried. Mr. Shockley motioned, seconded by Mr. Jolovich, to come out of executive session at 1:03 PM where no decisions were made. The motion carried. County Maintenance Superintendent: The Commissioners met with Jim DeWitt, Maintenance Superintendent, to discuss what should be done during the COVID-19 situation to prevent the spread of germs. Public Health: The Commissioners considered a request from Public Health to close their office from noon to 1:00 PM, daily, starting March 23rd in order to provide Public Health staff more time to work on COVID-19 response. The Commissioners agreed to the request. There being no further business the meeting adjourned at approximately 1:20 P.M.
