The regular meeting of the Board of County Commissioners was called to order at 9:00 A.M. with the following present: Sandy Kontour, Commission Chairman; Steve Shockley, Commissioner; Ian Jolovich, Commissioner; and Cary Shubert, Deputy County Clerk. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the agenda. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley to approve the minutes from the last regular meeting. The motion carried. Mr. Jolovich motioned, seconded by Mr. Shockley, to approve Requisition #5 from the Courthouse Improvement Fund in the sum of $840.00. The motion carried. Collections – Approved: Malcolm Ervin, Clerk - $13,066.00; Circuit Court of the 8th Judicial District - $20,443.00; Mona McAuley, Clerk of District Court - $2,157.65 Road & Bridge: Superintendent Angle presented a Memorandum of Understanding between Wyoming Department of State Parks and Platte County. He also updated the Commissioners on upcoming projects. Planning & Zoning: Planner Clark presented two building certificates for approval from Chris & Holly Wendling and Michael Esselman. Greenwood Mapping: Richard Greenwood of Greenwood Mapping presented to the Commissioners about GIS opportunities available. Courthouse Renovation Project: Greg Orr, Project Manager, updated the Commissioners about the Courthouse renovation project. Mr. Orr informed the Commissioners that advertisements for a Construction Manager At Risk (CMAR) had been released and that a walkthrough of the project would take place during the week of March 2nd. 4-H Building Reconstruction Project: Greg Orr, Project Manager, updated the Commissioners about the 4-H Building Reconstruction project. Mr. Orr informed the Commissioners said Sampson Construction had provided him with a construction schedule and that groundbreaking would take place around June 1, 2020. Mr. Orr explained that a CMAR contract from Sampson had been received and they were ready to execute the contract. That contract would have a cost to construct with a Guaranteed Maximum Price (GMP) by the first part of May. 16th Street Project: Merlin Hitt, Platte County Economic Development, informed the Commissioners that WYDOT had returned a reconnaissance report, which included drainage concerns along 16th Street. Mr. Hitt informed the Commissioners that he was prepared to apply for a Wyoming Business Council grant, which had a deadline of June 1, 2020. In order to apply for the grant both the Town of Wheatland and Platte County must approve the agreement between them and WYDOT. No action was taken by the Commissioners at this time. Emergency Management: Terry Stevenson, Emergency Management Coordinator, updated the Commissioner on snow melt and its potential to cause flooding. Mr. Stevenson also spoke about preparations he and Public Health had been making to combat Coronavirus. County Clerk – Malcolm Ervin: County Clerk Ervin presented a request made by an employee to accumulate excess vacation hours. Mr. Shockley motioned, seconded by Mr. Jolovich, to approve the request to accumulate vacation hours beyond the maximum set by Platte County policy. The motion carried. Clerk Ervin then presented a catering permit. Passage of the permit would allow DeLancey Enterprises to cater a wedding on the weekend of April 4, 2020. Mr. Shockley motioned, seconded by Mr. Jolovich to approve the catering permit for DeLancey Enterprises, LLC. The motion carried.
